Objectives:
The Operations Committee (OPSCOM) is an integral component of the Bank’s Operational organizational structure, tasked to ensure that policies and investment proposals are aligned with Bank strategy and mandate; and serves as the forum for senior Management review and resolution of policy issues affecting operations. OPSCOM permanent members include the three Operations Vice Presidents, the Finance Vice President, the Chief Economist, the Chief of Staff and Director of the Office of the President, the Secretary General and the General Counsel, with the Chief Operating Officer & Vice President as the Chair. Senior management from across the Bank Group participates on a regular basis through the presentation of their investment or policy proposals.  A team of Operations Officers support the work of OPSCOM.

The key work objectives of the Operations Officer include: 
Program agenda  for OPSCOM meetings, and use discretion to decline those items that are not ready for OPSCOM consideration;
Prepare/consolidate timely and accurate information on OPSCOM deliberations ;
Prepare briefs for the Chair and members of OPSCOM, including recommendations on treatment/further processing of proposals;
Monitor key aspects of Bank Group Operations working in close collaboration with the front offices of the three Operations Vice Presidencies, as well as with key units across the Bank;
Support implementation of key initiatives and participate on behalf of the OPSCOM in working groups, task forces, and other special initiatives;
Coordinate production of consolidated strategically driven operations plans and budgets;
Undertake special projects as requested.
Prepare quarterly and annual reports of OPSCOM for Senior Management.

To deliver this work plan, the Operations Officer will be housed in Operations Committee Secretary (OPSC).
He/her reports to the Director OPSC and is assigned to support OPSCOM in fulfilling its duties.

Duties and responsibilities
Under the general supervision of the Director OPSC, the Chief Operations Officer will have the responsibility for undertaking high quality corporate assessment of operations proposals and implementation, to provide OPSCOM guidance and recommendations. His/her major role will be: providing to OPSCOM high quality advisory support on operations under development and execution, on cross operations issues and policy matters to allow decision-making and policy level actions. The Chief Operations Officer will have responsibility for managing the OPSCOM review process, as well as for communicating and monitoring OPSCOM information. 

Specific Duties:
Ensure systematic internal review of operations and policy-related proposals to assure alignment with strategic objectives, quality standards, readiness, and compliance with Bank policies; provide OPSCOM with concise briefs of these proposals.
Maintain accurate consolidated information on key aspects of Bank Group operations, both under execution and in development, including: project processing and delivery schedules, portfolio performance and supervision, resource allocations and usage, and all other operations-level performance benchmarks.  Identify issues for senior management attention, and provide analysis and recommendations as appropriate.
Contribute to preparation of consolidated, strategically driven and coordinated annual operations plans and budgets on the basis of inputs from the three Operations Complexes, other Bank complexes and strategic guidance from OPSCOM members.  Provide OPSCOM members with analysis and recommendations to allow policy-level guidance and decision-making.
Produce and/or coordinate analysis, briefing material, and recommendations for OPSCOM on cross-Operations issues and policy matters on an ad hoc basis as requested by OPSCOM.
Manage the OPSCOM review process for operations; prepare OPSCOM meetings, agendas and attendance, managing the flow and distribution of material to members of OPSCOM and concerned departments.
Ensure effective communication of OPSCOM decisions, and tracking of implementation. Provide OPSCOM members with regular reports on implementation of OPSCOM recommendations.
Act as a source of information and guidance to country and project teams as may be necessary in implementation of OPSCOM decisions.

Qualification and Experienced, Skills:
A minimum of a Master’s degree in a relevant development discipline.
A minimum of 7 years of relevant professional experience in the design and execution of projects, programs and policies within the Bank.
Ability to work effectively across institutional boundaries

Task-manage a selected set of poverty reduction/social protection specific projects in the Country and prepare national poverty profiles, social protection priority areas in the Country, and MDG-related documents as requested by Unit Head
Understand and have a thorough and in-depth knowledge of the Bank rule on project management and the applicability of such rule to projects funded by the Bank
Supervise on-going projects in social protection and poverty reduction in the country with specific attention to procurement of goods and services; review tender documents; evaluate the work of consultants and contractors; and contribute to the preparation of project completion reports and portfolio performance documents;
In collaboration with the Task Team Leader, TTL assist/support in the design of new projects and serve as a focus person for the mission and coordinate with the project team to keep project in Bank scope and guidelines and regularly update team on management and progress.
Coordinate loan administration, disbursement, procurement, portfolio performance-related activities for social protection and poverty reduction technical assistance and capacity building projects;

Facilitate the implementation of the Bank’s Fragile States Strategy and Operational Guidelines as well as other Bank wide policy on poverty reduction and strategy on social protection at the country level;
Organize national events for the dissemination of operationally-relevant analytical tools for poverty reduction and social protection (e.g. on poverty measurement, pro-poor growth, and pro-poor public expenditures, poverty and social impact analysis--PSIAs, ESW on social protection, etc.) through conferences, workshops, and seminars.

Qualification / Experience:
At least a Master’s degree or equivalent, in Economics, Accounting/Business Administration, Social Sciences, or related disciplines;
Preferably a minimum of six (6) years of relevant experience in the identification, preparation, supervision, and evaluation of social development projects in general and those dealing with social protection and poverty reduction in particular;
Relevant experience with comparable multilateral institutions and/ or donor partners will be an advantage;
Demonstrable understanding of regional social issues, analysis and policy formulation; knowledge of the practices of major bilateral and multilateral partner development agencies is an added advantage.
Ability to work independently and in team; be creative and innovative; integrity;
Competency in the use of standard software applications such as Word, Excel, Power Point, Access, SAS, etc. Knowledge of SAP will be an advantage;

Provide TA and other related support to countries in her/his area of expertise.
Ensure effective liaison and effective collaboration with other Task Managers in ESTA 
Provide statistical support as necessary to the regional member countries in the context of implementing the results measurement agenda, i.e. inclusion of statistical issues in the Bank’s operations.
Assist countries prepare a country driven work program in line with the SCB programme as described in the NSDS or other statistical strategy.

Objectives:
The key role of the Governance Economic and Financial Management department (OSGE) is to promote good governance, transparency and accountability, prudent economic management and the improvement of the business environment in Regional Member Countries (RMCs).

The Governance Division is engaged in mainstreaming governance matters into Bank Group operations and promoting good governance in RMCs through supporting activities and initiatives aimed at improving transparency and accountability in public financial management, fighting corruption, building capacity, and strengthening institutions.
The Division is responsible for preparing governance assessments, governance policy based operations, institutional capacity building and technical assistance operations,  and the provision of Bank support to international, continent wide and  regional governance initiatives

(Africa Peer Review Mechanism,  etc.) together with other relevant Departments  of the Bank.

Duties and Responsibilities:
Under the supervision of the Director, Governance Economic and Financial Management, the incumbent will be responsible for managing the staff of the Division, and planning, organizing as well as coordinating its activities. His/Her duties and responsibilities will include the following:

Qualification and Experience, Skills:
A minimum of a Master’s degree or its equivalent in Public Finance, Development Economics or Public Policy and Administration (or other relevant discipline);
Preferably a minimum of eight (8) years relevant experience in a multilateral development institution or reputable development organization; 
A good knowledge of development issues in Africa and a solid grasp of governance issues (public financial management, promotion of transparency and accountability in public affairs, fight against corruption, etc.);

Key Responsibilities:
Initiate, develop and implement HR strategy and programs in line with overall business objectives.

Objectives:
The Energy, Environment and Climate Change Department (ONEC) is in charge of managing the Bank Group energy operations in Regional Member Countries (RMCs).
It helps address climate change and environmental issues by incorporating them into Bank Group supported operations and giving them the visibility required.

ONEC Department includes two energy divisions and a third division which is responsible for climate change and environmental issues. The main objective of the North, West and Central Africa Energy Division (ONEC.1) is to build on the Bank’s sector skills and strengthen its capacity to become the leader in strategy, development, financing and implementation of energy projects and programs in North, West and Central Africa. The Department operates in line with the bank’s long term Strategy (2013-2022), Country and Regional Strategy Papers.

Duties & Responsibilities:

The Senior Financial Analyst (ONEC.1) will work under the general supervision and guidance of the Manager, North, Central and West Africa Energy Division.
Conduct financial and economic analyses of projects and executing agencies during the whole project cycle through:
Collecting and analyzing all financial data and appropriate performance indicators, in order to determine the investment potential of projects;
Evaluating the commercial performance, tariffs and tariff policy of the executing agency and its capacity to ensure project sustainability;
Estimating and calculating the detailed project cost in foreign exchange and local currency;
Calculating the Financial Internal Rate of Return (FIRR) based on logical hypotheses and project estimated cash flow;
Evaluating financial projections, income statements and balance sheets of the executing agency;
Evaluating the overall performance of the project and the executing agency to determine the project’s financial viability and sustainability;
Evaluating the financial policies and procedures as well as those related to risk management;
Proposing loan conditions that contribute to project viability and sustainability;
Liaising with the energy economist to calculate the Internal Economic Rate of Return (EIRR) based on the project’s logical hypotheses, calculation of project externalities and the FIRR;
Evaluating the legal framework of the sector and the executing agency;
Analyzing the adequacy of the executing agency’s organizational structure in terms of hierarchy and staffing; and evaluating the staff training needs;
Preparing loan conditions in connection with the institutional status of the executing agency;
Discussing the above issues with the relevant authorities during missions and through permanent dialogue.
Provide financial expertise to teams in charge of activities at the various stages of project cycle, namely identification, preparation, appraisal, implementation and completion
Review audit reports of project accounts and financial statements of companies in order to the management of the bank, expert opinion for appropriate decision on the design and monitoring of projects.
Conduct supervision missions of the projects managed by ONEC.1 through regular assessment of their economic performance, compliance with bank’s rules and procedures; participate in field missions and provide timely guidance needed to achieve projects’ development outcomes
Provide the financial skills necessary to the design and implementation of Public Private Projects: and advise on leveraging finding mechanisms
Participate in preparing country strategy papers and operational policies, and if necessary, present and defend them before the Board of Directors.
Undertake any other task as the Director ONEC and/or Manager ONEC.1 may assign.
Selection Criteria

Skills, Knowledge & Experience:
At least a Master’s degree in engineering, Economics, Finance or Business
Minimum 5 years of relevant professional experience in project infrastructure financial and economic analysis including a minimum of 2 years in the energy sector;
Proven ability to implement institutional reforms in the energy sector
Full understanding of the principles of project cycle and project implementation;
Proven ability to interact competently with the staff of government and donor agencies on issues relating to aid coordination, as well as with the private sector;
Proven ability to build and lead a team of professional staff, and utilize talent and expertise of team members in a productive way;
Good listener with demonstrated ability to present and win support for ideas as well as make effective and timely decisions;
Capacity to initiate and manage innovations and change.
Competence in the use of Bank standard software applications (Word, Excel, PowerPoint, Access, MS Projects);
The incumbent should also have competence in (or ability/willingness to become quickly familiar with) the use of various tools available and applied by the Bank such as SAP
Excellent written and verbal communication skills in English and French are desirable ; at a minimum, proficiency in one of the languages and knowledge of  the other is a must.
