From: Africcon Media – NigeriaEdo State Governor, Adams Oshiomhole, on Thursday, said the state government would not use taxpayers’ money to subsidise pilgrimage to holy lands, describing the exercise as “a luxury”.
Oshiomhole stated this while receiving commissioners and officials of the Nigerian Christian Pilgrim Commission in Benin.
He said, “For those who want to travel for pilgrimage, we cannot discourage them, but what I am not ready to do is to take taxpayers’ money to subsidise someone who wishes to go and pray. I have issues with that because people who pay taxes work so hard to pay.
“If you look at the totality of the challenges that we face, many are homeless, so many communities are without water, many schools we have rebuilt and still many more to be done. Many people are unemployed, many are hungry; quite a number are in the hospital, who are not able to pay their bills. When you look at all these and several other problems, I am of the opinion that pilgrimage is not a priority.”
The governor added, “I have a deeper insight into the challenges that confront the Nigerian nation and even Edo State. I have come to the conclusion that pilgrimage is a luxury. Even from the point of view of the poor, a man who has no roof over his head cannot be spiritually uplifted if he goes to Israel and returns to a state of homelessness.
“I would rather subsidise production, education and health care, because these are central to the survival of our people. So, this is an issue to which I have very strong position.
“Government is not going to campaign for more people going on pilgrimage as this puts more pressure on the exchange rate.
“In any case, only clean heart, rather than pilgrimage is what will decide our place hereafter.”

From: Africcon Media – NigeriaThe Lagos State chapter of the Action Congress of Nigeria has said the worsening state of the Lagos-Ibadan Expressway is negatively affecting the economy of Lagos. It urged the Federal Government to take a serious affirmative action to rescue the road from total collapse.
In a statement by the Lagos State Publicity Secretary of the ACN, Mr. Joe Igbokwe, on Thursday, the party said the inability of the Peoples Democratic Party-led Federal Government to effectively repair the road showed the worth of governance delivered by the PDP in 14 years.
ACN asked the Federal Government to hands off the road and allow the governments of Lagos, Ogun and Oyo states “to fix that very important road.”
The party said no noteworthy reconstruction had been done on the expressway since it was contsructed about 43 years ago, saying the Federal Government’s effort to concession the road ended up in a disaster.
ACN said, “The Lagos-Ibadan Expressway remains the busiest and most important road in Nigeria as it serves as the vital access the nation has to Lagos, Nigeria’s commercial and industrial hub.
“Nigerians note that the road was constructed about 43 years ago by the military regime and since then, no worthy reconstruction or rehabilitation work had been done on it.
“In the last 14 years of PDP governance, it has only succeeded in mounting giant billboards on the road while they continue to deteriorate. The giant billboards with colour photographs of former President Olusegun Obasanjo are still on the road.
“We witnessed in utter helplessness as the PDP government concessioned the road to Bi Courtney, but the road continued its progressive degeneration.
“The present Jonathan government announced the revocation of the contract to Bi Courtney and re-awarded it to Julius Berger and RCC. But nearly one year after the contract, Nigerians are wondering when meaningful work will start on the road.”
The party said apart from precious man-hours that was wasted on never-ending gridlocks that always stretched from the Lagos end to Shagamu, countless deaths and carnage continued to occur on the road due to its poor nature.
The party said, “We demand quick and immediate commencement of comprehensive reconstruction of the road to save Nigerians the increasing torture they face.
We demand that the Federal Government hands over the road to the three states of Lagos, Ogun and Oyo to build and manage the highway if it cannot effect a comprehensive rehabilitation of the road.
“We believe that a functional and well-maintained Lagos-Ibadan Expressway will boost the economy of Lagos and indeed the entire country.”

From: Africcon Media – NigeriaThursday’s burial ceremonies of the literary icon, Prof. Chinua Achebe, opened the doors for hundreds of hawkers, vendors and pirates to do brisk business with his works.
They dominated every available space, brushing aside the heat, the dust and the massive crowd to make money.
Even the pirated copies of latest book of Achebe, There was a Country, were all over the place as vendors, young maidens and all shades of people sold the books betwen N1,500 and N2,500.
His other works like the legendary Things Fall Apart, Arrow of God, The Trouble With Nigeria, Anthills of the Savanna and A Man of the People, were also on display.
In spite of the large presence of security agents and regulatory authorities, no effort was made to arrest the hawkers or to confiscate the pirated books they were hawking.
There were also many emergency books done on Achebe, hurriedly published newspapers and brochures on the deceased, which were freely hawked around the burial venues.
Some smart people made rosettes, badges, pinups and souvenirs and sold them at attractive prices.
The wait-and-take photographers too were not left behind. They prodded everyone they could to pose for photographs, which they immediately printed for a little cash.
The clan of hawkers did not appear worried about the main ceremonies going in the cathedral. When the church service was over, the train moved to the home of Achebe, his final resting place.
Though, they were barred from entering the compound, the hawkers used the Abatete road, which had become overcrowded to continue with their business.

Tagged ‘Oodu’a World Children Day, the state government said the event would celebrate regional integration, team spirit and children.
Chairman, Oodua World Children’s Day, Mr. Oguntola Toogun, who addressed a news conference in Osogbo on Thursday, said the invitation of the royal fathers was in furtherance of the cultural rebirth and integration being championed by the Rauf Aregbesola administration.
Toogun, who is also an Assistant Chief of Staff to Aregbesola, said 2, 000 students would participate in calisthenics display next Monday, adding that a lecture would be delivered by a Professor of Yoruba Literature, Akinwunmi Ishola, on Sunday.
He said, “The Children’s Day is a three-prong event. We are celebrating our children and also using the occasion to teach our children the essence of cooperation and selfless service through participation in calisthenics. The invitation of the traditional rulers will not cost Osun anything because we cannot afford to pay them.”
“The Aregbesola administration is passionate about round development of our children. This is why his administration is embarking on this initiative. The invitation of the traditional rulers is to promote regional integration and rejuvenation of Yoruba ethos.
“Aside from active participation of royal fathers from within Yoruba speaking states, the event will also attract about 30 royal fathers from outside the country, precisely Republic of Benin.
“Also, children from Yoruba speaking states, including Kogi, Kwara, Edo and Delta states, have been invited to take part in the celebration.”

Minister of Interior, Mr. Abba Moro, said this in Abuja on Thursday while briefing the Peoples Democratic Party National Working Committee members on the activities of the ministry.
He said the amount, if available, would be enough to provide security around the country’s borders.
Noting that the ministry had uncovered 30 illegal guard companies in Nigeria, Moro, however, said the United States had offered to assist Nigeria in the fight against terrorism.
Moro, who also acknowledged that the country’s borders were porous, said with the surveillance projects, the policing of the illegal 1,497 routes into the country would be more effective.
The minister said, “We are making efforts to procure appropriate modern technology to be installed along our borders and we are collaborating with the US State Department and a private Chinese company.
“When we have done this, the temptation of illegal entry into Nigeria will be reduced.”
The minister explained that his ministry was collaborating with the Border Development Agency to construct Border Plaza at 84 sites, which he said would promote commerce along the border communities and reduce illegal activities.
On the alleged employment racketeering in the ministry, Moro dismissed the allegation.
He noted that some faceless people used the name of the ministry to open a website, exploiting the platform to swindle innocent job seekers.
He said, “There was no employment racketeering in the ministry, what we heard was that some unscrupulous elements opened a website in the name of the ministry which they have been using to dupe unsuspecting members of the public.
“One of them even used my name to open such website but we have been able to arrest him somewhere in Asokoro, Abuja.”

From: Africcon Media – NigeriaA Lagos State coroner court in Ikeja on Wednesday refused a request to compel the Accident Investigation Bureau to produce certain documents relating to the Dana Airline’s plane, which crashed in Lagos on June 3, 2012.
The presiding coroner, Mr. Oyetade Komolafe, overturned the request made by the Lagos State Government, through its counsel, Mr. Akinjide Bakare.
The documents, which Bakare had sought the AIB to produce, were the duty roster of the pilots of the ill-fated flight, their type-rating (qualifications), and the technical logbook of the crashed MD-83 plane.
Dana Airline’s Director of Flight Operations, Captain Oscar Wilson, who continued his testimony at the inquest on Wednesday, said the AIB impounded the documents a day after the crash.
Wilson and AIB’s counsel, Mr. Babatunde Irukera, who opposed the state government’s request, said the AIB took possession of the documents to investigate the cause of the crash.
Irukera had argued that compelling AIB to produce the documents in court would amount to compromising ongoing investigation into the cause of the accident.
He added that it would discourage international organisations, including the manufacturers of the crashed plane, to cooperate with Nigeria in future investigations of air accidents.
Iruekera said, “It is not a lack of cooperation with the court. Local and international statutes compel AIB to make all documents relating to the aircraft confidential and not to take them to any court.
“Even the Civil Aviation Authority does not have the airworthiness certificate of that aircraft.
“If the documents are produced, that will compromise the ongoing investigation and we will have an inconclusive investigation.
“As much as we have a responsibility to this court, we cannot also destroy our reputation with other international organisations we are working with in the ongoing investigation.”
Bakare, who insisted that the coroner must subpoena AIB to produce the documents, said he needed further time to cross-examine Wilson.
Counsel from Falana & Chambers, Mr. Yemi Okunade, expressed worry over the long duration it took AIB to complete its investigation.
However, Komolafe, in refusing the request, said the subpoena was not necessary, as that would delay speedy conclusion of the inquest.
Komolafe said, “I do not want us to go into that. I do not us to waste time any longer. Let us put that aside.”
The coroner subsequently closed Wilson’s testimony after all the lawyers cross-examined the witness.
He subsequently adjourned till July 3 and 4 for the Lagos State Chief Medical Examiner, Prof. John Obafunwa, and AIB’s consultant, Prof. Adekunbi Banjo, to appear before the court.
The ill-fated aircraft crashed in Iju-Ishaga, Lagos on June 3, 2012, killing all its 153 persons.
The inquest is to among others, investigate who died, the manner of their death, as well as make recommendations to prevent a recurrence under such unusual circumstances.

From: Africcon Media – NigeriaPan-Northern socio-political organisation, Arewa Consultative Forum, has asked the Federal Government to allow human rights groups to monitor the military operations in the three North-East states of Borno, Yobe and Adamawa currently under emergency rule.
President Goodluck Jonathan on May 14 declared state of emergency in the three states to flush out the Boko Haram insurgents.
The Forum, which also welcomed the presidential order to release detained members of the sect, also expressed concern over the operations of the military in the affected states, noting that it would continue to also monitor development in the areas.
ACF, however, urged the government to go further by providing relief materials to those affected and asked the Federal Government to comply fully with the resolution of the National Assembly on the proclamation of the state of emergency, especially with regard to the funding and sustenance of the military campaigns.
It said some states and local governments in the states had borne the cost of the Boko Haram insurgency with disastrous consequences on their economy.
Deputy National Publicity Secretary of the Forum, Mrs. Fati Ibrahim, who read a communiqué after the end of a joint meeting of the National Executive Council and the Board of Trustees on Wednesday in Kaduna, also warned politicians across the country against inflammatory statements that could trigger crisis ahead of the 2015 general elections.
The forum urged political leaders to bear in mind that “it is fight over offices and political disagreements that have usually metamorphosed into serious conflicts and national crises.”
“No politician’s interest is that large to warrant another national conflict,” it added.
According to the pan-northern group, allowing the human rights groups to monitor military operations in the affected states will enable the world to know the method being applied in bringing the crisis to an end.
The communique read in part, “The ACF is keenly concerned with and continues to monitor closely developments relating to the ongoing military operations directed against Boko Haram insurgency in parts of the Northern states.
“The Forum had earlier expressed reservations about the wisdom of an all-out military campaign as the only strategy of tackling the problem and had accordingly welcomed the acceptance by the Federal Government to explore the other options of dialogue and conciliation.
“Accordingly, the ACF feels obliged to continue to draw the attention of the Federal Government on the need to ensure that ongoing military campaigns result in a minimum destruction of human and material resources.
“Given our experiences with this campaign so far, there is the possibility of the military to taking heavy-handed actions or commit other offences, thereby making themselves very much part of the insecurity (crisis) rather than the solution in the conflict areas.
“In the light of these problems, the ACF urges the Federal Government to allow human rights monitors and observers full access to all areas involved in the current military campaigns so as to ascertain the methods being applied.
“Furthermore, the ACF urges the Federal Government to comply in full with the resolutions of the National Assembly on the proclamation of the State of Emergency; especially with regard to the funding and sustenance of the military campaign. States and local governments in the arrears of conflict have borne the main cost of the operation with disastrous consequences on their economies.
It added, “ACF welcomes the decision to release people being held in detention on suspicion of belonging to Boko Haram or related crimes, it is our hope that the Federal Government follows through with necessary relief materials to those affected.
“On the political climate in the country, the ACF has observed with concern that politicians are becoming desperate as the deadline of the 2015 general elections draw near. Some of the politicians already are resorting to measures that are undemocratic and may run counter to the peace and unity of the country.”

From: Africcon Media – NigeriaThe Chief of Army Staff, Lt.-Gen. Azubuike Ihejirika, on Wednesday said some soldiers and officers of the Nigerian Army had been arrested for conspiring with insurgents in the ongoing face-off between the military and militants.
The COAS however did not give the number of soldiers that were arrested.
Ihejirika said that the affected troops were caught while posting comments he described as “negative” and conversing with terror suspects on the Internet.
He stated, “There are some soldiers that have been found to be posting negative comments on the Internet and some conversing with insurgents.
“I want to state that any officer or soldier caught linked one way or the other will be disciplined severely, there are no two ways about it.
“So the Directorate of Military Intelligence is encouraged to continue to monitor the activities along with military police and other commanders in the field because military service is service of patriotism as I said earlier.”
Nigerian troops are currently confronting militants in the three northern states of Yobe, Borno and Adamawa, where President Goodluck Jonathan last week declared a state of emergency in the efforts to rout members of the violent Islamic sect, Boko Haram.
The Army chief spoke at the opening ceremony of the Nigerian Army transformation and Innovation Centre on Personnel Management and Development at the Command Officers Mess, Asokoro, Abuja.
The seminar was held under the leadership of the Chief of Army Transformation and Innovation, Maj. Gen Ibrahim Sani, with the title, “Building Capacity of the Nigerian Army to meet Contemporary Challenges.”
He warned that any officers found to be involved in such unacceptable conduct would be made to face the law.
Ihejirika urged the DMI, the investigative arm of the Armed Forces, and the Military Police to put commanders and soldiers in the field of operations under watch.
The Army chief explained that a soldier who gave out information on troops’ movement to the insurgents that attacked Mali -bound soldiers at Okene, Kogi State, had been arrested and would be made to face military court-martial.
Two soldiers, a warrant Officer and Corporal were killed in the Okene attack claimed by an Islamic sect.
He said, “Again let me warn; let me also use this opportunity to warn officers and soldiers who indulge in giving out information both from the Army headquarters and other formations; certain vital information that has in one way or the other worked negatively in our operations.
“As you are aware, a soldier gave out information on the movement of our troops to Mali, movement of troops bound for Mali.
“The troops were attacked at somewhere close to Okene; the guy has been apprehended and is going to be court-martialled.”
Ihejirika also advised commanders of the various Army formations in the country to exercise caution in dismissing soldiers who had been trained in handling arms.
He said that if offences committed by the affected soldiers were so grave as to prevent the soldiers from being in the unit, a bold step should be taken to jail and to keep away the offender as a result of the security situation.
He said that the Army would not jump into dismissing people as was the case in the past because of the prevailing security situation in the country.
“The situation we are facing today is such that you cannot afford to discard any of them as was the case many years back when we had the luxury to do that.
“It is also for the reason that I have advised commanders to mellow down in dismissing soldiers who are already trained and have acquired enough knowledge of use of arms.”
The Army chief, who said that the Nigerian Army had progressed beyond the era of the nation’s intervention in the crises in Liberia and Sierra Leone, announced the establishment of a special unit whose focus is to monitor the activities of troops during operations.
He said that the Army was collaborating with the United States AFRICOM, in the quest to have a standing special operations unit which could be transformed into a special brigade.
He also said that the Army had established a standing full-fledged Army Headquarters Reserve Battalion known as 101 battalion and the new battalion would be inaugurated soon.
Ihejirika, who put the strength of the Battalion being led by a Colonel at 100, said that soldiers of the new battalion had been equipped up to 50 per cent of the basic requirement.
He explained that even though the Army might appear to be overstretched, the existence of the new reserve battalion clearly indicated the readiness and preparedness of the Army to take on more challenges.
Ihejirika emphasised the place of capacity building as a vital tool of transformation in the Army.
He said, “This question is about capacity building and it will interest you to know that since the beginning of last year, we embarked on a programme of retraining young officers starting with those who had just passed out of the Defence Academy.
“They go to our counter-terrorist school and do the whole basic counter-terrorism course and acquire the confidence required to undertake counter insurgency operation. We have all the lieutenants now; this time around we will commence with the captains.”

From: Africcon Media – NigeriaThe Chief Priest of the Ombatse cult group in Lakyo, Nasarawa South Local Government Area of Nasarawa State, Ala Agu, on Wednesday said that security men that invaded the community were ordered by the state governor, Alhaji Tanko Al-Makura, to kill him.
The 76-year-old Agu, popularly called Baba Lakyo, spoke with journalists on Wednesday at Lakyo during a visit of Senator Solomon Ewuga (Nasarawa North Senatorial District) to the community.
The chief priest, who spoke through an interpreter, said the security operatives did not come to arrest him, but to kill him “and cut off my head and take it to the governor.”
“It is the governor that asked the people (police officers) to come here and arrest me, cut my head and take my head to him.
“When they came, because they were themselves drunk, my god did not allow them to come to me and they died on the way.
“The question I asked is, ‘has the governor ever invited me and I refused to go?’ If am invited, I will go. But he sent people to come and kill me and to destroy Lakyo as a whole. That is just what it is.”
Al-Makura had rushed to the Presidential Villa, Abuja on May 8, 2013 to brief Vice-President Nnamadi Sambo on the security situation in the state, saying that 20 policemen were killed in Lakyo by cultists.
The governor had said that members of Ombatse laid ambush and killed security agents sent to arrest the members in their shrine.
On Wednesday, Baba Lakyo said that he had never been invited by security agencies, contrary to reports that the police invaded the village after he shunned their invitation.
The chief priest said that he was willing to honour any invitation either by the governor or the police.
Although Lakyo is peaceful, besides the sight of burnt vehicles used by the security men, Agu said he was unhappy with what happened and was apprehensive of what might befall him afterwards.
Ewuga toured Lakyo community, and led reporters to the home of Agu, which represents the “shrine” of the Ombatse.
Agu however denied ever forcing people to join the group through any initiation or drinking of concoction.
“I am grateful for your coming, Senator. I am very, very grateful for your coming. Even if the Senator did not come here, I had intended to go and see him in his house but since he is here, I am very grateful,” he told the senator.
Agu also said that he was in a nearby village when the incident took place only for him to come back to be informed that the governor sent people to come and kill him.
Asked whether the incident had anything to do with the politics of the state, he said, “If you are talking about politics, it does not bother me. I don’t even understand Hausa language. Politics is not for me because I am not a politician. Politics is for politicians but I hear that the time for politicking has not even come.
“If I ever opened my mouth to force anybody to take oath, God should punish me”.
He said that Ombatse was an association of Lakyo boys into which nobody was forced to belong.
He said he was ready to honour any police invitation but insisted that nobody had invited him.
According to him, it is even more saddening that he is being linked to the incident, especially when he knew nothing about what happened to the policemen.
But Al-Makura on Wednesday dismissed Agu’s claim that he was never invited for any meeting.
The governor, who spoke through his Chief Press Secretary, Mr. Iliya Aliu, in a telephone interview, said it was on record that the head of the cult group did not honour several invitations extended to him.
He said, “It is not true that he was never invited. The Emir of Lafia who is the Chairman of the Nasarawa State Council of Chiefs invited him, he refused to honour it.
“Are Eggon, who is the chief of his area invited him, he refused; the Police, the SSS all invited him before this incident but he refused to honour any of them.
“His followers attacked and killed people in Asakiyo Alago; they went to Arga Migili, Kwadere and did the same.
“No responsible government will sit by and watch such things happen without taking action.
“It was after he refused to answer all of these invitations that the state security council met and decided that he should be arrested.
“Even their name, Ombatse, means it is our turn. Their turn for what?
“In any case, no matter the grievance, no individual or group has the right to kill innocent security officials.
“He and all those responsible must face the consequence of their action.”
The President of the Egon Cultural Development Association, Mr. Chris Mamman, said the only way to get to the root of what happened at Alakyo was for the Federal Government to set up a judicial commission of inquiry.

Job Responsibilities:
Under the supervision of the Program Manager Nutrition/Fortification, the Program Officer implements, monitors and evaluate HKI Nigeria’s nutrition programs and projects in accordance with national protocols and policies.
Technical Capacity.
Liaise with the nutrition unit of the State Ministry of Health to develop annual nutrition strategic plans
Provide technical assistance to and support implementation of nationwide bi-annual VAS through Child Health Days/Weeks and integration of VAS into routine care
Implement and monitor programs to support scaling up of infant and young child nutrition at state and local government levels

The News Agency of Nigeria (NAN) recalls that a stampede that occurred at the church premises on Sunday May 19 led to the death of four persons while several others were injured.

From: Africcon Media – NigeriaTwo crew members of Airk Air were on Monday arrested by the United Kingdom Border Force for being in possession of substances suspected to be cocaine.
A statement by the Head of Press and Public Affairs Section, British High Commission, Rob Fitzpatrick, on Tuesday confirmed the arrest of the crew members.
He said, “The two, Nigerian women aged 37 and 32, who worked for the airline Arik Air, had arrived on a flight from Lagos, Nigeria on the evening of Monday, May 20.
“They were arrested after a package of drugs was discovered by Border Force officers on a bus which had been used to transport air crew.
“It is estimated that the cocaine, if cut and sold on the UK streets, could have had a potential street value of around £600,000.
“The pair remain in Border Force custody where they will be questioned further.”
The statement quoted Border Force Heathrow Director, Marc Owen, as saying, “Border Force officers at Heathrow are at the forefront of the fight to stop class A drugs reaching UK streets and harming our communities.
“Drug trafficking is a serious offence and those convicted face long prison sentences.”
Meanwhile, National Drug Law Enforcement Agency on Tuesday said it was investigating the arrest of the crew members.
A statement by the anti-narcotics agency said its Chief Executive Officer, Mr. Ahmadu Giade, ordered the investigation.
The statement quoted the Head, Public Affairs, NDLEA, Mr. Mitchell Ofoyeju, as saying the crew members, Temitayo Daramola and Delita Abibimgbi, were found in possession of six kilogrammes of cocaine and 60 packets of cigarettes respectively.
The Arik Air flight reportedly took off from the Murtala Mohammed International Airport, Lagos on Monday.
The statement added that eight of the 10-crew members in the aircraft were cleared, while the remaining two were still being held in London.
It said, “We have received report of the arrest and I have ordered a full scale investigation of the incident. Anyone found wanting shall be brought to book as no effort shall be spared in protecting the image of our country”.
In its reaction, a statement by the Arik Air Communications Manager, Mr. Adebanji Ola, quoted the airline as saying it was cooperating with the authorities on the matter.
Ola said, “The attention of the management of Arik Air has been drawn to the detention in UK of two of its cabin crew members in connection with alleged possession of items suspected to be banned substances.”

The Court of Appeal, sitting in Benin, Edo State, had earlier upheld the ruling of an Edo High Court that the Nigeria Police, together with Inspector-General of Police and Attorney-General of the Federation, should pay N5m into an interest-yielding account in favour of Ugolor, pending the appeal over his arrest and detention.
The Force subsequently approached the Supreme Court, challenging the order of the Appeal Court.
Ugolor was arrested and detained over alleged complicity in the murder of the Principal Private Secretary to Governor Adams Oshiomhole, Olaitan Oyerinde, who was killed in his Benin residence in May 2012.
Counsel for the appellants, Henry Michael-Ihunde, in suit no: CA/B/360/12/, and suit no: B/496M/2012, dated May 14, 2013, said his clients were dissatisfied with the Court of Appeal decision, granting conditional stay of execution of the judgment of the Edo State High Court.
The appellants said the Appeal Court erred in law in its ruling on the grounds that there was no counter-affidavit before it, disputing the averments in the motion sought by the police, IGP and the AGF.
He further averred that the Appeal Court ought to have granted a stay of execution of the said N5m without condition and ordered accelerated hearing of the appeal.
The Edo State High Court presided over by Justice Esther Edigin in 2012 awarded the sum of N5m as damages against the Nigerian Police Force, the IGP and AGF.
The Police and the AGF appealed the ruling, but the Appeal Court, headed by Justice Helen Moronkeji Ogunwumiju, ordered the appellants to pay the money to the Deputy Chief Registrar of the Appeal Court for remittance into an interest yielding account, pending the judgment on the matter.
Prior to the Appeal Court ruling, counsel for the IG, the Police and AGF, Michael-Ihunde, had sought a stay of execution of the decision of the lower court, without payment of the judgment money into an interest yielding account, which was faulted by Ugolor’s counsel, Olayiwola Afolabi, who described it as legal virus.
The court, thereafter, ruled that the money be paid into an interest-yielding account within 60 days of the judgment.

It particularly called on people living in flood-prone communities to take precautionary measures against flood, which may result from torrential rainfall as well as opening of the Lagdo Dam by the Cameroonian authorities, as it happened in 2012.
This warning was given by the Minister of Water Resources, Mrs. Sarah Ochekpe, in a meeting she had with the Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, in her office on Tuesday.
The minister regretted that the Kashimbilla multi-purpose dam, being constructed by the Federal Government in Taraba State to reduce the impact of water released from Cameroon, was still under construction.
Because of this, she said there was a need for concerted efforts by state governments to mitigate the likely effect of the large volume of water that might be released from the Cameroonian dam at the peak of the raining season.
While stressing that Nigeria and Cameroon had reached a substantial level of understanding on how to prevent recurrence of the devastation caused to Nigerian communities last year, the minister urged state government to complement this initiative by clearing drainages and evacuating people from flood plains in their states.
She said, “The Federal Government will want state governments to evacuate people from the flood-prone areas in their states in order to minimise the effect of flooding in their states.”
The minister also explained that work was at various advanced stages on 23 dam projects, which she said the President Goodluck Jonathan administration embarked upon to provide safe water for different communities, irrigation for farmers and generate additional megawatts for the power sector in the country.
Ochekpe said six of the dams located in Imo, Ondo, Katsina, Abia, and the Federal Capital Territory are ready for inauguration, while the Kashimbilla multi-purpose dam will be ready before the next raining season.
Speaking earlier, Okupe said the Jonathan administration had made greater impact on all sectors of the nation’s socio-economic landscape than any previous administration in two years.

From: Africcon Media – NigeriaA Lagos State coroner court in Ikeja conducting an inquest into last year’s crash of a Dana Airline plane may cut short the testimony of the state’s Chief Medical Examiner, Prof. John Obafunwa, due to his repeated absence from court.
Obafunwa, who doubles as the Vice-Chancellor of the Lagos State University, was absent for cross-examination on Monday and Tuesday.
All the 153 persons on board and others on the ground were killed in the crash involving Dana’s MD-83 plane on June 3, 2012 in Ishaga, Lagos.
Obafunwa’s testimony is crucial to the inquest, which is a system established to, among others, make recommendations and find out the cause of death and manner of death of the deceased in unusual circumstances.
The forensic pathologist had earlier testified on the probable causes of the death of the victims and provided the details of autopsy tests and the identification processes conducted on their bodies.
Counsel representing the Lagos State Government in the proceedings, Mr. Akinjide Bakare, restated on Tuesday that the don was absent from court because of his “university duties”.
“We are sorry, we did not envisage this after what happened yesterday (Monday),” Bakare said.
He gave the same reason for Obafunwa’s absence on Monday.
Counsel for Dana Airline, Chief Bolaji Ayorinde (SAN), who was to cross-examine Obafunwa, on Tuesday expressed disappointment over Obafunwa’s absence from court.
He said the adjournments suffered by the inquest were avoidable, if the offices of LASU’s Vice-Chancellor and the Lagos State Chief Medical Examiner were not being occupied by the same person.
“He has now foisted on us two days of unnecessary adjournment. It is an avoidable situation,” he said.
The coroner, Mr. Oyetade Komolafe, who had wished to conclude the proceedings within the week, was forced to fix July 3 and 4 for the forensic pathologist to appear in court.
While responding to the concern of a lawyer, Mr. Babatunde Irukera, over assurance that Obafunwa would be in court on the rescheduled dates, Komolafe said his testimony would be closed and the court would proceed if he fails to appear in court.
Irukera represents the Aviation Minister, the Nigerian Civil Aviation Authority and the Accident Investigation Bureau at the proceedings.
“We will close that matter and will continue our proceedings,” Komolafe said.
The coroner also re-scheduled one of AIB’s consultants, Prof. Adekunbi Banjo, who had sought to refute certain allegations by Obafunwa, to appear in court on the same date with the Chief Medical Examiner.
Obafunwa’s testimony that Banjo, a professor of Anatomical Pathology, had suggested to him to only perform autopsy tests on the pilot and co-pilot of the crashed plane did not go down well with her and AIB.
Meanwhile, Dana’s Director of Flight, Mr. Oscar Wilson, is expected to appear in court on Wednesday for cross-examination.

From: Africcon Media – NigeriaThe Governor of the Central Bank of Nigeria, Mr. Lamido Sanusi, has cautioned the Federal Government against excessive spending on military operations in three states in the North-East, Borno, Adamawa and Yobe, where a state of emergency was declared last week.
Sanusi, while addressing journalists shortly after the end of a two-day Monetary Policy Committee meeting held at the CBN headquarters in Abuja, argued that excessive spending on military operations posed a major risk to the inflation outlook.
Headline inflation increased from 8.6 per cent in March to 9.1 per cent in April, remaining within the target single digit range for the fourth consecutive month in 2013.
The figure, according to the central bank boss, reflects a combination of base effect and the success of tight monetary policy, which have led to a muted growth in the monetary aggregates and exchange rate stability.
He said while the principal risks to the inflation outlook remained fiscal spending and possible pressures on the exchange rate from any attrition to reserves caused by declining revenues as a result of output leakages, there was the need for prudence in monetary policy action.
Sanusi said, “The committee noted with caution the high Gross Domestic Product growth projection in view of the extant risk factors such as widespread insecurity, weak infrastructure and probable flooding from the projected heavy rains in some parts of the country.
“The state of emergency in the North-East and the accompanying military operations in that axis have the potential to adversely affect economic activities generally, including agricultural production and food prices as well as consumer demand.
“In addition, the recent military action in the North-East will result in additional spending. Although the government has announced that there will be no supplementary budget, the Coordinating Minister for the Economy and Minister of Finance has already announced that there will be a drawdown on a contingency vote embedded in the 2013 budget to cover emergencies.
“Overall, the committee is of the view that government spending will constitute a major risk to the inflation and exchange rate outlook, thus advising prudence in monetary policy action at this time.”
The CBN governor also said the committee expressed concern over the low level of credit growth to the private sector and traced this to the crowding out effect of high growth in credit to the public sector.
He said, “The committee noted the N1.02tn increase in claims on the government and the N1.11tn drawdown on savings between January and April 2013, and particularly, the monetisation of $1bn in April 2013, being proceeds of the Excess Crude Account.
“The combined effect of new borrowings and reduced savings was an increase in net credit to the central government of over N2tn in the first four months of 2013. The evidence points to an increase in the rate of government expenditure in 2013 when compared with 2012.”
On the country’s external reserves, Sanusi expressed satisfaction with its significant increase to $49.13bn as of May 16, 2013.
This, he noted, represented an increase of $5.3bn or 12.1 per cent above the level of $43.83bn at the end of December 2012.
The reserves level, he added, could finance approximately 13 months of import.
On the Monetary Policy Rate, the governor said the committee left it unchanged at 12 per cent.
It also retained the Cash Reserve Requirement at 12 per cent and Liquidity Ratio at 30 per cent; with the Net Open Position at 1.0 per cent.

According to police authorities, the suspects –, Jamiu Adeleke, Ajibade Rafiu, Fatai Akiwowo, Kazeem Sanni and Agboola Kolawole – had at different times sold human parts in Owode, Ogun State.
The Police Public Relations Officer, Lagos State Command, Ngozi Braide, said Adeleke was arrested by the police and through his confession, were able to apprehend the others.
She said, “On May 15, 2013, Adeleke was arrested by operatives of the Special Anti-Robbery Squad while he was trying to sell human hands for N21,000. Upon interrogation, he confessed that he bought the parts from Sanni at the cost of N6,000.
“Police arrested Sanni and he in turn confessed that the eight hands which he sold belonged to his siblings- his two brothers and sisters. He confessed that he went to their graves and cut off their heads. He confessed that he sold the heads for N8,000 each while he sold the hands for N4,000 each.
“Investigations led to the home of an herbalist, Rafiu, who is also the receiver. He uses the human parts for rituals. In his house, police recovered fresh hands which he claimed was meant for jobs for his customers. We also saw a bottle which he said was crushed human skull mixed in fluid. He said it was for power and he uses it to make medicine for people.”
Braide said investigations showed that prior to his arrest, the herbalist had hired some of the suspects to help him get a living human being at the cost of N40,000.
Braide added that Adeleke, who is an Islamic scholar, however, died while trying to escape from police custody.
The suspects, who did not deny the allegations, said they never killed anyone but only exhumed corpses from graveyards.
Kolawole said he went into the business because he needed money to pay his children’s school fees.
He said, “I am a farmer and I live in a graveyard in Owo, Ogun State. In December last year, I went to see my friend and begged him to lend me money to pay my children’s fees. He then said if I could help him to get human skulls, he would pay me N8,000 for each.
“He came to my house at night and after he had exhumed two of the corpses in the graveyards, he gave me N16,000.
“In May, 2013, I needed money to purchase examination form for my child and I went to meet him again. He said he would give me N16, 000 for two more skulls, so he exhumed two more corpses.”
A 25-year-old suspect, Sanni, who claimed to be a commercial motorcycle rider, said he had only exhumed two corpses, adding that he ran out of the business when his clients started demanding for a human being.
He said, “Akinowo told me to get two skulls for him and I did. He gave me N6,000 and N8,000. He later told me to get a live human being for him but when I could not find one, they started disturbing me with telephone calls. I only sold two skulls.”
The herbalist, Rafiu, said he never exhumed any corpse rather, it was the other suspects that were always pestering him to buy body parts.
Rafiu, who claimed to be 28 years, said he did not use the corpses for money rituals but used it in preparing a potion which people drank for protection.
“I never sent anyone to supply me human parts. They always bring the parts to my place and beg me to buy,” he said.
Asked what was in the bottle recovered from him, he said, “The bottle I am holding contains a burnt and crushed human skull and schnapps. Anybody who drinks it will be immune to all forms of attack. I have been doing this for about seven years now but I have never drunk the potion. I am even scared to use it.
“I have a wife and child and it is this job I use in sustaining myself.”
Another suspect, Akinowo, said poverty pushed him into the illegal business. Akinowo, who spoke amid tears, said he was paid N8,000 for each body part.
Akinowo said in his statement that he cut the heads of his late brothers and two sisters buried in private graves in his compound and sold them for N8,000 each.

From: Africcon Media – NigeriaHundreds of members of the militant Islamic sect, Boko Haram, who are fleeing military attacks in the border communities of Borno State, are regrouping in the mountainous forests of Adamawa State, a top Defence source told The PUNCH on Monday.
The source said that militants, who were dislodged from Sambisa Game Reserve and other camps in Borno, had sought refuge in the Adamawa forests, especially in the Zumo area of Song Local Government Area.
He also said that the sect members had been sighted in the forests of Maiha and Fufore local government areas of the state.
“Most of the Boko Haram members who are running away from the military operations in Borno are moving into Adamawa State. They are regrouping in Zumo area of Song Local Government Area. Some are in Fufore and Maha local government areas. This particular area has a combination of mountains, rocks and bushes that extend to Cameroon,” he said.
Our correspondents learnt that the sect members mingled with civilians when they were escaping from Borno to Adamawa State.
Adamawa has a complex topography comprising mountains, rocks and thick forests that extend into the nation’s border with Cameroon.
It is a mountainous land crossed by the large river valleys – Benue, Gongola and Yedsarem. The valleys of Cameroon, Mandara and Adamawa mountains form part of the landscape.
The source, who spoke with The PUNCH, on condition that he would not be named, said that the focus of the Defence authorities that are coordinating the fight against the militants would change in the next few days from Northern Borno to Adamawa State.
He further stated that the influx of suspected insurgents into Adamawa explained the decision of the Defence Headquarters to deploy additional 1,000 troops in the state in preparation for a similar military operation in the area.
The source said, “This might be the reason behind the decision of the Defence Headquarters to deploy additional 1,000 soldiers in the state.
“The attention of the Defence authorities and the Special Forces deployed to flush out suspected Islamic militants in the North- Eastern part of the country may shift from Borno where some of the earliest battles have been fought to Adamawa State.”
Meanwhile, the Defence Headquarters on Monday said that 120 terrorists were arrested in Maiduguri, capital of Borno State, during the burial of a commander of the insurgents.
The military spokesman, Brig.-Gen. Chris Olukolade, who disclosed this in a statement in Abuja, said the sect commander died during an encounter with the Special Task Forces.
“In Maiduguri, about 120 terrorists were arrested as they organised the burial of one of their commanders who died in an encounter with the Special Forces the previous day. The arrested insurgents are in custody of the Joint Task Force where they are being interrogated,” Olukolade said.
He said the Special Forces had secured the environs of New Marte, Hausari, Krenoa, Wulgo and ChikunNgulalo in Borno State after destroying all the terrorists’ camps in the areas.
He said, “The troops are already interacting with locals and citizens, assuring them of their safety and freedom from the activities of insurgents.
“Terrorists fleeing towards Chad and Niger Republic are being contained as they have had encounters with Multi-National Joint Task Force in various locations towards the border.
“Advancing troops also observed a few shallow graves believed to be those of hurriedly buried members of the terrorist group.”
Olukolade also said that Defence Headquarters had observed the use of photographs purportedly taken in the areas covered by the operations.
The defence spokesman said the photographs were questionable as they did not reflect any related reality of the social or geographical environment.
He added, “This also makes the story they claim to depict of Nigerians fleeing to Niger Republic and other countries doubtful. The media are advised to always strive to associate stories with accurate pictures in order to avoid misleading the public.”
Also on Monday, the Defence Headquarters assured civilians of cordial relationship in its ongoing war against terrorism.
Chief of Defence Staff, Admiral Ola Sa’ad Ibrahim, assured civilians of cordial relationship during a three-day seminar organised in conjunction with the United States.
The seminar was meant to compose a strategy for strengthening civil-military relations and counter-terror strategy.
On his part, the Director of Civil-Military Relations, Maj.-Gen. Mohammed Ibrahim, said, “There were a lot of misconceptions on military operations. We are going to clear the misconceptions and assure people that the military is theirs and working to protect them.”
At the Monday ceremony, the Director General of National Orientation Agency, Mike Omeri, said that recent events in the country showed the need for increasing civil-military relations in combating threats to the country’s territorial integrity.
“As profound and skilful as our military intelligence is, it could be greatly impaired if the civilian populace do not cooperate with it,” he said.
Omeri also urged the directorate of civil-military relations to set up a centre for proactive management of information specific to Joint Task Force operations around the country.

From: Africcon Media – NigeriaJoint Task Force in the Niger Delta, codenamed Operation Pulo Shield, is considering persuasion and sensitisation as non-combatant strategies to tackle oil theft.
The new strategy, our correspondent gathered, would not affect the outfit’s military operations against pipeline vandalism and illegal refineries.
However, it will enable traditional rulers, chiefs, women and youth organisations in various communities to be involved in fighting economic saboteurs in the region.
The Media Coordinator, JTF, Lt. Col. Onyema Nwachukwu, told our correspondent in Yenagoa that the 146 Battalion, Sector 2, of the outfit experimented on the strategy in Okpomakiri, Gokana Local Government of Rivers State.
He said, “JTF has carried out a sensitisation visit to the community where its officials admonished the elders on the dangers inherent in youths engaging in pipeline vandalism.
“The JTF solicited the support of the elders of the community in curbing the menace and urged them to caution their youths to desist from any act of illegality.”
Despite the appeals, he said JTF’s troops from the sector raided the Cawthorne Channel and Bodo West creeks in Okpomakiri, K-Dere and B-Dere, destroying 16 illegal refineries.
He added, “The outfit also scuttled an attempt to smuggle 15 wooden boats conveying about 26, 000 litres of stolen crude oil.”
He said JTF also impounded a self-propelled barge, 18 open boats, 133 plastic surface tanks and 28 pumping machines involved in crude oil theft in the region.
The interception of the barge, he said, was by the Maritime Component troops of the JTF deployed in Forward Operations Base, Burutu in Delta State.
He said the barge was laden with stolen petroleum product.
He said, “Preliminary investigations are still being conducted to ascertain the quantity of product in the barge and its degree of culpability.
“Three of the illegal oil distillation camps which had 138 plastic tanks of 7,500 litre-capacity each, 23 steel surface tanks, 16 pumping machines, two generators and one welding machine were found out by patrol operatives of 3 Battalion, Sector 1 at Otumara, Obe/Jesse communities of Delta State.
“Three other camps used for illegal distillation of crude oil were also scuttled in Gbelebu in Ovia South West Local Government of Edo State.”

The two gates, leading to the complex, were locked at 8am, a development which caught many latecomers unaware.
Secretary to the State Government, Mr. Taiwo Adeoluwa, who frowned on workers reporting for duty late, warned that government would no longer condone their nonchalant attitude to work.
He noted that the civil service rules and regulation on punctuality were unambiguous, urging workers to adhere strictly to them to avoid sanctions.
He said, “This action is a routine exercise to ensure that civil servants know the essence of punctuality and imbibe it as a virtue and not aimed at frustrating or scaring anybody.
“If Governor Ibikunle Amosun could make it to the office before 7.30am, there can be no excuse for anyone who comes late to work.”
The state Head of Service, Mrs. Modupe Adekunle, said all the latecomers would be queried in line with civil service rules.
Noting that the exercise would be a routine one, she said all permanent secretaries and heads of department had been instructed to submit the workers’ attendance registers to her office for necessary actions against those that got to the office late.

Delta State Police Command on Monday arrested five members of a notorious kidnapping syndicate.
In a statement on Monday in Asaba, Commissioner of Police, Ikechukwu Aduba, said “the members of the kidnapping syndicate had been terrorising Warri/Ughelli areas of the state in recent times”.
He said one Prince Maku and Goodluck Igbo Oghre were apprehended after a hot chase by the Special anti-crime patrol, adding that N920,000 neatly packaged in a small handbag was recovered from the suspects.
Aduba explained that the suspects confessed that the N920, 000 was a ransom paid by a kidnap victim. The confessional statements, he explained, led to the arrest of Mr. Timothy Akpofure, Mr. Moses Uba and Mr. Ogutua Nanapore Sunday.
On executing a search warrant in the house and premises of the arrested suspects, two AK 47 riffles and four magazines, each loaded with 35 rounds of 7.62mm ammunition, were recovered from them.
Aduba said, “Sequel to the revelation made by the suspects that they belong to a 20-man kidnapping syndicate responsible for some series of kidnapping/armed robbery incidents within Ughelli/Warri areas, part of which was the kidnapping of one Daddy Bakery and that of a woman after the Army checkpoint at Osubi of which the paid ransom was recovered, a team of anti-kidnapping detectives booked and left with the suspects with the intention of effecting the arrest of other members of the gang.
“The team of the detectives however ran into an ambush suspected to be laid by the arrested suspects’ accomplices, and in the gun duel that ensued, the five suspects suffered fatal gunshots.
“The five suspects’ operational bases have been identified and, with the full ascent of the state government, marked for total demolition.”
Meanwhile, the Police commissioner has warned landlords and tenants in Delta State, who allowed their houses to be used as operational bases of kidnappers, to turn a new leaf and report themselves to the Divisional Police Officer within their locality or make distress call to 08036684974, 08125273010 or 08075390753 for useful information to the command on activities of kidnappers in the state.
According to the CP, remarkable successes were made within the week, adding that three armed robbery suspects — Ossai Azubuike, Kobvana Osmond and Amaechi Chigwe — were also arrested on a tip-off at Umuaji community.
He said, “Items recovered from the suspects included a locally made double barrel pistol. The victim of the armed robbery incident has identified the suspects as investigation continues”.

The spill has contaminated the Taylor Creek in Yenagoa and residents of Biseni/JK4 Road told the News Agency of Nigeria that they disagreed that the spills were caused by oil theft.
Officials of Shell’s Oil Spill Response Unit were seen on Monday recovering crude discharged into the environment near the company’s Well 2 in Biseni Area.
Assistant Secretary, Caretaker Committee of JK4 Edagberi/Betterland Community, Mr. Ambrose Osuolo, told NAN that the people were convinced that some of the spill points were traceable to equipment failure.
Osuolo said, “We noticed the spills on April 30 and Shell came for a joint investigation visit (JIV) on May 3. I represented my community on the JIV, but the investigation was inconclusive due to different views held about the cause of the spill.
“While Shell attributed the cause to sabotage, saying that the pipeline was drilled in, I was not convinced and hence we did not sign the JIV report.
“Although Shell came purposely for this particular spill, we discovered two more spill points within this Well 2 environment on that same day.
“The affected pipeline conveys crude from Well 2 to the nearby Adibawa Flow-station. We reported to the Bayelsa Ministry of Environment so that the ministry could put pressure on Shell to mop up the spill in the environment.”
An SPDC spokesman, Mr. Precious Okolobo, in a statement on May 6 attributed the spill to sabotage of pipeline by oil thieves.
The statement said the preliminary findings indicated that the spill, which was caused by the activities of oil thieves, had contaminated the Taylor Creek.
Okolobo said, “A joint investigation visit (JIV) was executed and the initial reports indicated that the pipeline was sabotaged by a 20 cm long hacksaw cut.
“SPDC is committed to cleaning up all spills from its facilities as fast as possible regardless of cause. Majority of the spills in the Niger Delta are the result of third party interference.’’
The statement said the sabotage included theft of equipment or leaks caused by crude oil thieves who drill into pipelines to steal oil.

From: Africcon Media – NigeriaMinister of Finance, Ngozi Okonjo-Iweala, on Monday said the Federal Government had no intention to prepare another supplementary budget to provide funding for military operations in the three states that have been under emergency rule since last week.
The minister, in a statement by her Special Adviser, Communications, Mr. Paul Nwabuikwu, noted that a Contingency Vote had already been built into the 2013 budget to take care of emergencies such as security and the flooding that affected many parts of the country last year.
The statement explained that the minister, while speaking during a conference in her office involving 112 analysts and investment experts from across the world, said the government was taking decisive action to secure communities in the North-East affected by the activities of Boko Haram.
She explained that the intention of the government was to restore security and order that would facilitate return of enable economic activities. The state of emergency, she further explained, gave security agents the latitude to flush out insurgents from their bases.
The statement said, “Okonjo-Iweala noted that the Presidency is adopting a multi-dimensional approach which includes political dialogue, counter-terrorism tools and economic inclusion to solve the problem. At the same time, government is hoping that the return of peace will create a strong foundation to spur economic growth, particularly through agriculture, the mainstay of the region.
“While security forces do their job, the committee set up by the President on amnesty is expected to continue its work.
“The President is particularly pained that the crisis has affected education as children and teachers are afraid to go to school, which is unacceptable,” she said.
The statement quoted the minister as explaining that the Excess Crude Account had served Nigeria well in managing the price and quantity shocks that had been experienced this year just as it did during the global economic recession of 2008.
“In the first week of June, the government will also launch an effort to improve non-oil sector tax collection,” she said.
She added, “The tax rate will remain unchanged but there will be greater focus on collecting from corporate organisations that are currently not paying taxes.
Asked about her priority for the financial sector, Okonjo-Iweala stated that government was concerned about financial inclusion whereby Small and Medium Enterprises could have access to funds.
“Measures are also in place to encourage more listing in the capital market,” she added.

From: Africcon Media – NigeriaThe House of Representatives on Monday threatened to issue a warrant for the arrest of 10 bank chief executive officers, who failed to honour an invitation to attend its investigative hearing in Abuja.The House Committee on Finance, which issued the threat, gave the CEOs till Wednesday (tomorrow) to appear before it or risk being arrested.
The affected banks’ CEOs include those of First City Monument Bank Plc, Skye Bank Plc, Sterling Bank Plc, Keystone Bank Limited, Heritage Bank Limited and Zenith Bank Plc.
Also on the list are the CEOs of Ecobank Plc, City Bank; Stanbic IBTC Plc and Enterprise Bank Limited.
The committee, which is chaired by Mr. Abdulmumini Jibrin, is investigating tax remittances by banks in the country.
Besides paying taxes to government as business concerns, some of the banks also collect taxes on behalf of the Federal Inland Revenue Service.
Last Monday, the FIRS had informed the committee that banks remitted N77bn in taxes between 2006 and 2012.
The acting Chairman of the agency, Mr. Kabir Mashi, who appeared before the committee, said N83bn was the total sum expected from the banks, but only N77bn was remitted.
Mashi, who also said that FIRS audited 23 banks within the period, told the committee that the N83bn target was not met because some banks delayed in remitting funds they collected on behalf of the agency.
Following the development, the committee invited the CEOs of 21 banks that collected tax revenue on behalf of FIRS to ascertain whether they remitted what they collected to government coffers or not.
But 10 of the CEOs shunned the invitation on Monday.
Jibrin said, “The CEOs of these 10 banks, out of the 21 we invited, did not appear. This is a serious national assignment because we are looking at how to plug the leakages in our revenue collection system.
“The CEOs should appear unfailingly on Wednesday or we shall not hesitate to issue a bench warrant for their arrest.”
He added that the investigation was restricted to tax collection and remittances by the banks and not their entire operation.
Jibrin added, “All over the world, banks are under tight scrutiny by the parliament because of their strategic role in the economy, and of course, tax matters are treated with utmost importance.
“As we beam our searchlight on tax remittances by banks, the heavens will not fall.”
Forms were distributed to the representatives of 11 other banks that appeared at the hearing.
They were required to fill in the taxes their financial institutions paid as business concerns and those they collected as agents of the FIRS so as to assist the committee with the investigation.
