AfricCon Latest Nigerian Report: IBB’s son eyeing Niger gov seat
Africcon Media, Nigeria
From: Africcon Media – NigeriaThe 2015 governorship ambition of Mohammed, son of the former military president, General Ibrahim Badamasi Babangida, which was hitherto a subject of hearsay was on Wednesday brought into the open with the distribution of campaign bags to workers at the May Day rally in Minna, Niger State.
Workers fell over one another to collect the bags being distributed by foot soldiers of the Mohammed Babangida 2015 campaign organisation.
The bags with the inscription, “I have a plan. What of you?” were enough to go round the crowd of over 2,000 people in attendance.
On the bag is the picture of Mohammed, the Peoples Democratic Party (PDP) logo as well as the direction his administration would take if voted into office. One of the foot soldiers sharing the bags who simply identified himself as Muhammadu told Daily Sun in Minna that their presence at the rally was to let the workers know that Mohammed’s administration would be worker-friendly.
Before now, Mohammed’s governorship ambition had been shrouded in secrecy with many members of the father’s political dynasty denying knowledge of such ambition.
Recently, however, more and more private and commercial vehicles in Minna and outside Minna had continued to decorate the back screens of their vehicles with Mohammed’s campaign posters and photographs.
The immediate past governor of Niger State, Abdulkhadir Abdullahi Kure, political godson of the former leader, was said to be leading the park of Mohammed’s backers with the oiling of the old Kure political machinery that would soon be put into use. No fewer than seven other aspirants have indicated interest in succeeding incumbent Governor Muazu Babangida Aliyu on May 29, 2015.
They include Deputy Governor Ahmed Musa Ibeto, former head of the civil service of the state, Alhaji Ibrahim Mateni and Commissioner for Finance, Alhaji Muazu Bawa. Others are Alhaji Abubakar Sani Bello, aka Abulolo, son of Colonel Sani Bello, former military governor of the old Kano State as well as the incumbent Director-General of the National Export Promotion Council (NEPC), Dr. Mustafa Bello.
Wushishi, the homestead of the Babangidas, is in Kontagora Local Government Area in the Niger North Senatorial District, which is slated to produce the next governor for Niger State in accordance with the existing zoning arrangement in the state.
The zone consists of two emirates namely Kontagora and Borgu. Daily Sun reliably gathered that elders of the party in the zone had concluded arrangements to zone the position of senator for the area to the Borgu Emirate while Kontagora would produce the governor.

AfricCon Latest Nigerian Report: EKSU students continue protest
Africcon Media, Nigeria
From: Africcon Media – NigeriaStudents of Ekiti State University, Ado-Ekiti, on Friday continued their protestagainst the policy of "No fees, no lecture", which they started on Thursday.
This is in spite of the appeal from their "leaders" that they should stop the protest.
Although it was a peaceful demonstration, as it was on Thursday, they still maintained their position that the fees were outrageous.
They had placards with them and sang derisive songs as they protested.
They also carried symbolic caskets of the state Governor, Dr. Kayode Fayemi, and the Vice Chancellor, Prof. Patrick Oladipo Aina, describing them as people who have money to give their children the best education but are denying the children of the poor the right to education.
The Chairman of the Students' Union Transition Committee, Adeoye Aribasoye, told Daily Sun that his Committee and Faculty Presidents of the university met with Fayemi and Aina on Thursday on the way out of the crisis.
The governor, according to Aribasoye, agreed with their demands that they should be allowed to pay instalmentally because most of them cannot pay the tuition and other required fees at once.
The VC was said to have also accepted their demands on the condition that they should give the university Senate two weeks to decide on the matter since it is a university policy.
The students, however, refused to stop the protest on the ground that they could not trust the students leaders because they were seen as stooges imposed on them by the authorities since they were handpicked.
All efforts to persuade the students to call off the protest did not succeed.
They insisted that the VC must address them, to be sure that the authorities meant was promised and not just a device to cajole them.
The students were still at the university gate preventing academic and administrative activities as at press time.
The VC has refused to address the students.

I was trapped in crashed vehicle for 2 hours – Ex-council boss

AfricCon Latest Nigerian Report: I was trapped in crashed vehicle for 2 hours – Ex-council boss
Africcon Media, Nigeria
From: Africcon Media – NigeriaFor Chief Abayomi Tella, the immediate past chairman of Ado-Odo Ota Local Government Area of Ogun State, Sunday, April 21, would have signalled his end. But he survived and he’s grateful to God that he’s alive to tell the story.
He informed that the day started like any other day for him, with no premonition that disaster was looming. That day, he prayed with his household before setting out for Abeokuta for meetings and other social engagements. As night gradually set in, Chief Tella decided to visit a friend along Obafemi Awolowo Way in the Ogun State capital.
And that was when the incident that almost claimed his life occurred. He was driving his SUV, a Toyota Landcruiser, when he suddenly lost control and the vehicle skidded off the road and struck a tree.
“What I heard was a loud bang as my vehicle rammed into the tree. The bizarre thing was that I became trapped in the vehicle for two hours.
I was all alone without any assistance from anybody. For two hours, there was no one to rescue me from the wreckage. “While the ordeal lasted, the engine was still running and I could perceive the smell of fuel. It was like a scene from a movie.
As time ticked away, I was gripped with fear, scared that there could be an explosion,” he said. According to him, the mercies of God and the safety measures that he observed were the things that saved his life.
“I had fastened my seat belt and I wasn’t over speeding. So, when the collusion occurred, I was still conscious.
And as the fear of explosion continued, I suddenly realised that all hopes were not lost and that I could still make efforts to escape. “I was thinking about my wife and children and my aged mother. What would become of them?
I grew up not knowing my dad because he died while I was quite young. And here was a similar fate almost befalling me. So, I was quite apprehensive. “So, with courage, I kicked at the door continuously until it opened and I was able to squeeze myself out of the entrapment.
Then the police arrived and called the fire service before taking me to the hospital.” Chief Tella commended the efforts of the Quick Response Squad (QRS) team in Abeokuta, led by one Sergeant Ponle. “As soon as they arrived the scene of the accident, they quickly called the fire service and switched off the ignition of the vehicle.
According to the police, I was lucky that the vehicle didn’t explode because the engine was running and fuel was leaking. Any little impact would have resulted in an explosion with a devastating effect.” The former council boss said a friend, who saw the wreckage of the SUV, posted the image on Facebook along with a question: Is Yomi Tella dead?
He said the question generated over 800 responses from his Facebook friends, prompting him to write on his Facebook page that he was very much alive and healthy. When asked how his wife, children and relatives reacted when they heard the news, Chief Tella said he applied information and disaster management techniques.
“When the accident happened and I discovered that the injury was not much, I didn’t announce it to my family members. This is because I had an aged mother and little children. I was aware of the traumatic effect such bad news would have on them.
So, what I did was to call my brother in Abeokuta and I told him that my car had developed a fault. I urged him to come with another vehicle. It was about 10am the next day that information about the incident got to my wife and children.
And here I am in their midst. I’m glad to be alive.” Chief Tella’s wife was grateful to God for sparing her husband’s life. “How he survived the accident is a big miracle. Some got involved in accidents that are not as bad and they didn’t live to tell the story. But after this ghastly accident, he is healthy and strong.
Although the SUV was damaged beyond repairs, we are happy that he is alive without permanent injuries.” Their children – Sultan, Halima and Damilola, who spoke to Daily Sun, also thanked God for saving their father’s life.
The eldest, Sultan, explained that on the fateful day, he just sang praises to God and led his younger ones to pray for the family, adding that the prayers might have contributed to the survival of his father.

Constitution amendment: Senate devolves more powers to states

AfricCon Latest Nigerian Report: Constitution amendment: Senate devolves more powers to states
Africcon Media, Nigeria
From: Africcon Media – NigeriaThe Senate Committee on the Review of the 1999 Constitution, led by the Deputy President of the Senate, Ike Ekweremadu, has proposed a non-renewable term of six years, with a proviso that the current President and Vice, and the current governors and their deputies, who may be entitled to a second term, will not be eligible to contest by 2015.
The particular proviso, barring incumbents from running in 2015, Daily Sun learnt, was to help bring about “political stability” in the country, and to show Nigerians that the Senate was prepared to make ”radical changes” in the constitution, that would help entrench the country’s nascent democracy.
Daily Sun gathered exclusively that other far-reaching recommendations made by the committee include devolution of powers, separating the office of the Attorney-General of the Federation, AGF, from that of the minister of justice.
By the recommendation, the Senate devolved more powers to the states and made a provision to ensure local governments get their funding directly from the federation account, and not through any joint account, as it is being practised.
Also, for the first time, the Senate also recommended for a process, whereby a new constitution can evolve, other than through amendment processes. There is a proposal that any local government where there are no democratically elected council officials in place should not benefit from such release.
This is to put pressure on governors who are in the habit of constituting care taker committees, to conduct election as at when due.
Daily Sun further gathered, to strengthen the office of the Account –General of the Federation, it is recommended that the office should get its funding from the first-line charge. Other bodies to benefit from this new development, include the state Houses of Assembly and state’s electoral bodies.
The Senate committee has also proposed the inclusion of items, which were hitherto on the Exclusive list, on the Concurrent list, to give states powers to legislate on such items. Some of these items include: healthcare, arbitration, wages, environment, prison, railway and stamp duties among others.
Also, the committee has also proposed the removal of the Code of Conduct, NYSC and Land Use Acts, from the constitution, so to make their alteration flexible to meet the exigencies of time.

Baga killings: ACN demands independent probe
- AfricCon News
AfricCon Latest Nigerian Report: Baga killings: ACN demands independent probe
Africcon Media, Nigeria
From: Africcon Media – NigeriaThe Action Congress of Nigeria (ACN) has rejected the preliminary reports on the Baga tragedy, submitted by the military high command and National Emergency Agency (NEMA), saying available verifiable evidence has shown that the investigation that produced the reports was everything but thorough.
In a statement issued in Lagos yesterday by its National Publicity Secretary, Alhaji Lai Mohammed, the party, therefore, called for an urgent and independent investigation into the incidents of April 16 at Baga to establish the truth, instead of an apparently shoddy investigation that could only have produced a convoluted report.
“Those who carried out that investigation apparently discountenanced the fact that in today’s world, nothing is hidden. Thanks to the satellite imagery released by Human Rights Watch on Wednesday, the world is now aware of the massive devastation that occurred in Baga. It is actually worse than what has been reported.
“The satellite images support the conclusion by the rights group that 2, 275 buildings were destroyed in the clashes. They also seem to support the statement credited to the Senator representing the area, Lawan Maina, who put the death toll at 220.
“Contrast this to NEMA’s conclusion that far less than 1, 000 homes were destroyed, or the military high command’s finding that only 36 people were killed, and it becomes glaring that something is wrong somewhere.
“The Nigerian media, now the favourite whipping boy of an increasingly edgy administration, has come under fire for reporting the massive killings and devastation.
But those criticizing the Nigerian media should endeavour to follow the international media’s reportage of the events in Baga to see that the local media is not just crying wolf,” it said.
ACN said Nigeria would have been spared the global opprobrium resulting from the Baga tragedy had the government and the military carried out a more diligent investigation of the incidents instead of acting in a defensive manner and trivializing the destruction wrought in Baga by saying most of the destroyed houses were made of thatched roofs anyway, as if it was a sin to live in such structures.
“In case the government has not seen the report of Human Rights Watch on the Baga tragedy, here is a quote from it: ‘The Nigerian military has a duty to protect itself and the population from Boko Haram attacks, but the evidence indicates that it engaged more in destruction than in protection…
The glaring discrepancies between the facts on the ground and statements by senior military officials raise concerns that they tried to cover up military abuses’,” The party said while the party would not conclude that soldiers carried out all the destruction and the killings in Baga, the truth was that the military, an embodiment of state power, bore more responsibility anytime it was involved in a situation similar to that of Baga, or Odi and Zaki Biam before it.
“There is no doubt that Boko Haram, with its scorched earth tactics, may have engaged in actions that put the lives of civilians in jeopardy in Baga. But these insurgents have no rules of engagement like the military, and definitely do not value human lives.
Therefore, the military, in engaging the insurgents in built-up areas, must strictly adhere to its rules of engagement to avoid or minimize the death of innocent civilians or destruction of their property,” the party said.
It restated its earlier statement that the killings in Baga might constitute crimes against humanity, hence the International Criminal Court (ICC), which opened a preliminary investigation of the Boko Haram crisis last year, must include the Baga tragedy in its investigation.

2015: The power shift conundrum
- AfricCon News
AfricCon Latest Nigerian Report: 2015: The power shift conundrum
Africcon Media, Nigeria
From: Africcon Media – NigeriaOne issue that will dominate the discourse for the 2015 gubernatorial election across the states is the agitation for power shift among senatorial districts. NDUBUISI ORJI writes
The discourse of the 2015 governorship election across several states in the country will be defined by the propriety or other wise of power shift across senatorial zones. Already two years to the election, the issue is generating serious concern among political gladiators across the states.
From Anambra to Ebonyi, Delta to Akwa Ibom and Benue to Kogi, the issue remain the same. Politicians and stakeholders from the senatorial zones that have not produced a governor for their respective states believe strongly that it is their turn in the next general election. But their counterparts from the other zones think otherwise.
In Anambra State, the North senatorial district wants the next governorship of the state to come from the area. The argument is that nobody from the zone has been governor since the creation of the state in 1991.
In Ebonyi State the people of Afikpo bloc which makes up the Ebonyi South senatorial zone wants to produce the next governor of the state, by 2015, the Abakaliki bloc which is sub divided into Ebonyi North and Central senatorial zones would have governed the state for a total of 16 years. While in Enugu, Abia and Imo, the people of Nsukka zone, Ngwa and Owerri zones respectively want to have a shot at the governorship of their states in 2015. The agitation is anchored on the view that no person from their zone has been governor in recent times.
However, the case of the Owerri and Nsukka zones appear slightly different, as they have actually produced governors for the state in the botched third republic. Late Senator Evan Enwerem from Owerri and Dr Okwesilieze Nwodo from Nsukka zone were governors of Imo and Enugu states respectively from 1991 to 1993.
Similarly, in Delta ,Akwa Ibom,Benue, Kogi states where the next governor comes from is also a burning issue. The Anioma nation which makes Delta North are seriously seeking for a shot at the governorship of the state. In Akwa Ibom, the Eket Senatorial zone believes it is their right to produce the next governor of the state especially as Uyo and Ikot Ekpene had produced the slot for eight years apiece.
In Kogi State, the Kogi West senatorial zone, made up of Okunland , and the Central senatorial zone, which comprises the Ebira, the Ogori, and the Bassa are also seeking for the governorship of the state. It was gathered that the Igalla people of Kogi East senatorial zone have been on the driving seat since the creation of the state in 1991.
In Benue State, the Idoma people of Benue South wants a shot at the governorship of the state. They are worried that their Tiv brothers have monopolized the governorship since the creation of the state.
Expectedly, all the zones seeking for power shift to their areas are leaving no stone unturned in their determined bid to achieve their objectives. Part of the strategies includes seeking support of the incumbent governors of the states.
Equity vs. constitutionality
There is no place where it is written in the Nigerian constitution that the governorship of a state should rotate among the component parts of the state. But not a few agree that it is good for power to rotate among the various groups in a state. In fact, to ensure that every segment of the state is carried along, some of the states, especially those in the South east, at their creation drew charters of equity, a kind of power sharing agreement to guide their politics. The aim is to ensure equity and fair play amongst the various sections of the states. However, the reality on ground had proved that these charters of equity are observed more in the breach.
It is this quest for equity that forms the fulcrum of the agitation for power shift across the states by seemingly political disadvantaged zones. While on the other hand, those opposed to it hold the view that it is an infringement of the constitutional rights of people from the other zones to contest the governorship election.
In the run up to the next governorship election in Anambra State, the main issue is zoning of the governorship. It is also the zoning palaver that has torn the All Progressive Grand Alliance(APGA) to shreds.
While the State governor, Mr Peter Obi is favourably disposed to Anambra North producing his successor, the party’s National Chairman, Mr Victor Umeh thinks otherwise. Hence both men have been locked in titanic battle.
Former Senate President, Senator Adolphus Wabara is one of the proponents of power shift in the state. Wabara, who hails from Abia State believes that it is the turn of his Ngwa people to produce the next governor of the state.
Recently, the former Senate President convened a meeting to sensitize his people on the need for power shift and mobilize support for the idea.
Making a strong case for his senatorial zone to produce the next governor of Abia, Wabara said “We are the ones that gave Abia State the right to be known as oil producing state.”
To jolt his people to action he added “ Everywhere in Nigeria people are talking about 2015, yet we are sitting down here, not doing anything. In politics, one plus one can be zero”.
“Now it is our turn, the game changed then, but it can no longer change now because it is our turn. Give the Governorship to Abia South come 2015, there is no way anybody can change the game, Theodore Orji knows this.”
Just like Wabara, a People’s Democratic Party (PDP) chieftain in Ebonyi State, Chief Henry Chima Ude, holds the view that power should shift to Ebonyi South in 2015. The PDP leader told Daily Sun in a recent interview that power shift in the state is not something anyone can say is an impossibility.
“We are brothers. And when you have taken your turn, it will be the turn of your other brother. And when your other brother takes his turn, it will come back to you again. That is the way it should be, if the state must be stable and peaceful. It is not an issue of conflict”, he noted.
Ude said the issue of whether or not power would shift in the state in the next political dispensation should not be discussed at all. According to him, Ebonyi people are their brothers’ keeper and believe that what is good for the goose is equally good for the gander. “So, whoever is telling you that there would be no power shift, or that the governorship will never go Ebonyi South, those are the words of the enemy”, he added.
However, the Akwa Ibom state governor, Godswill Akpabio recently poured cold water on the agitation for power shift in the state. The governor, who many in the state believed was in support of power shift stated that he was not a product of zoning. The implication is that whoever would succeeds him is likely not going to be a product of zoning.
In his words “If you ask me, I will tell you that I am not a product of zoning. I am a product of the people. In 2007, 58 people from Uyo, Eket and Ikot Ekpene senatorial districts, all contested the primaries, and after the people had spent five days on the streets, they finally voted who they wanted, and said let’s God’s will be done. For 2015, zoning is in the hands of God.”
Apparently in reaction to Akpabio’s stance on power shift, the speaker of the Akwa Ibom state House of Assembly, Bassey Essien reportedly stated that “It is very clear and there is no ambiguity that it is the turn of Eket Senatorial District to produce the next governor. Any right thinking Akwa Ibom politician will take this advice.
He said the people of the zone are determined more than ever to work for the actualization of their dream to produce a governor for Akwa Ibom in 2015.
A public affairs analyst, Mr George Diogu dismisses the clamour for power shift as myopic. He told Daily Sun that those championing it are not doing it for altruistic reasons. According to him, the people should be interested in having the right crop of leaders, instead of clamouring for somebody from their kith and kin to be governor, especially as the Nigerian constitution allows all eligible citizens to contest any office of their choice.
Said He “It is a negative thing because we no longer think about the best for ourselves rather equity whether positive or negative. What is so special about power sharing? Our problem is not power shifting, but who the caps fits let him wear it.”
“The two Bushes ruled America, father and son and nobody even talked about power shift. That is where people have respect for their nation, not as clan or as a group,” Diogu added.
In spite of the opposition to power shift, the Asagba of Asaba, Obi Chike Edozien believes that power rotation in the country is a possibility. The Asagba is at the forefront in the agitation by the Anioma people of Delta North to produce the next governor of Delta State in 2015.
During a recent visit to key politicians from the state at the Federal Capital Territory (FCT), the monarch said “Power rotation is possible. That it is not spelt out in the constitution does not mean that it cannot work. It is only people who do not want progress and equity that will insist that rotation is impossible.”
As cogent as the argument of the agitations for power shift seem, it may just be mere wishful thinking. Equity and inclusion no doubt is necessary for harmony amongst the various parts of the state. But then, the constitutional rights of the compatriots from other zones to contest the election can equally not be wished away.

Oshiomhole begged to join PDP, Metuh alleges
AfricCon News
AfricCon Latest Nigerian Report: Oshiomhole begged to join PDP, Metuh alleges
Africcon Media, Nigeria
From: Africcon Media – NigeriaNational Publicity Secretary of the Peoples Democratic Party (PDP), Mr Olisa Metuh has alleged that Edo State Governor, Adams Oshiomhole once begged to join his party. Metuh made the claim against the backdrop of the Edo State Governor’s declaration on Tuesday in Abuja, that the PDP was the haven of rogues, who were undermining the economic development of the country.
The PDP national publicity scribe in his statement further claimed that Oshiomhole actually begged to join the PDP but was turned down twice. He claimed the Edo State Governor made the entreaties in 2007 and 2012. “The same PDP which Oshiomhole went on all fours, begging to join on several occasions has suddenly become the “ party of rogues” because of his desperation to justify the massive rigging and democratic aberration that characterised local government elections in Edo State. “In 2007, Adams begged to be given an opportunity under the umbrella but we considered his governorship aspiration an assault on the existing zoning formula in the state and quietly turned him down.
“Again in 2012, Adams once more came cap in hand and our great party again rejected him,” said a statement from Metuh. “Is Adams just realising how bad our party is and was all the while begging for membership,” the statement asked. Metuh further claimed in the statement that it was “Oshimohole’s Action Congress of Nigeria (ACN) that is the real brood of rogues as their actions in the conduct of local government elections in Lagos, Ogun and now Edo clearly manifest. But the Edo State Governor in his reaction made available by his media aide, Prince Kassim Afegbua accused Metuh of peddling falsehood. Oshiomhole asked the PDP publicity scribe to tell the whole world the attraction in PDP that would make an incumbent governor loved by Edo electorate to be desperate to jump into a sinking ship.
“What could possibly be the attraction in a failed party like PDP peopled by roguish politicians and very insincere political appointees with a knack for breaching the law? Why would anyone with training and antecedents of a Comrade Adams Oshiomhole’s distinctive characteristics be begging to be part of a political party that is notoriously reputed to be master riggers of elections, with political chieftains bearing several dubious sobriquet like Mr. Fix It, Mr. Fix them? “We think very strongly that rather than stand logic on its head, Olisa Metuh should have looked for a “decent” lie to convey his warped thoughts certainly not in this laughable and ridiculous fashion. ยบHow possibly could Governor Oshiomhole be a member of a party as indisciplined as the PDP that has become a liability to Nigerians.”
Olisa Metuh should be man enough to tell the whole world the venue of the meetings where the comrade governor “begged” to be a member of the PDP and those who are in attendance. Otherwise, he should hide his head in shame for trying to sell blatant lies to the unsuspecting public. Having dealt severe blows to the PDP godfathers and their intemperate godsons in Edo State, rescuing the state from the grip of the inconsiderate business plunderers clothed in the labyrinth of political chieftains, Governor Oshiomhole deserves to be enlisted in the hall of fame as one who is making the impossible possible. The Eldorado status of Edo State today speaks for the wonderful leadership capacity and attributes of the comrade governor; an achievement that has continued to haunt the PDP and its beleaguered followers and chieftains.
Metuh and his ilk, are yet to come out of their belligerent mindset of thinking that subversive godfathers dictate the tune of political engagement rather than popular choice by the people who are the true repository of power.’’ “The comrade gvernor,’’ Afegbua further submitted, ‘’has continued to be a beautiful bride to all and sundry. He will never be part of a rogue party that has mis-managed the fortunes and opportunities of the country in very acquisitive manner by those who called themselves political chieftains and their cronies.
When they cannot sustain intellectual argument, they resort to name-calling and brandishing outright lies. What a pity. The governor is very, very pleased to be a member of the Action Congress of Nigeria (ACN) and by extension the new APC and will forever be grateful for having such a credible platform to display his unique leadership credentials. If the PDP is looking for a salesman like the ccomrade governor, they should formally apply rather than expressing its frustration in this dubious manner against a him that has continued to turn down its entreaties.”

Succour at last for air travellers
- AfricCon News
AfricCon Latest Nigerian Report: Succour at last for air travellers
Africcon Media, Nigeria
From: Africcon Media – NigeriaFor long, they groaned and grumbled, wondering why they should be perpetually subjected to such untold physical and emotional stress.
Hardly could they comprehend why facilities at the nation’s busiest airport should be grossly substandard, a far cry from what obtains in other climes. But now, things are changing for the better. The Federal Airports Authority of Nigeria (FAAN) says the federal government has hearkened to the cries of air travellers and is taking quick steps to fix the problems.
Until recently, many were the cries and complaints, emanating from the frustrated souls of millions of passengers, arriving or exiting Nigeria through the Murtala Mohammed International Airport (MMIA) in Lagos. Over the years, the airport has been abandoned by successive federal administrations, its structures and facilities left to rot and moulder by those tasked with their maintenance.
Indeed, an experience at the airport could leave a genial, usually good-natured fellow, brimming with a bountiful dose of irritation. Just as you ventured out of the aircraft into the airport, a humid air welcomed you. And right from that moment, your eyes were greeted with the grinding decay.
An aged, decrepit escalator that might just refuse to work; immigration officers with little passion for their jobs; a disorderly, clammy crowd at the baggage area, waiting impatiently for luggage that might take a few hours to arrive; security officers that would always beseech you for a few dollar bills, and trolleys that should have been retired decades back.
These were the memories that reverberated in the mind after a visit to the Murtala Muhammed International Airport in Lagos. And when you eventually moved out of the facility, an ineffective car hire service and lack of lodging within the airport would compound your woes.
Then a motley crowd of corporate beggars, touts offering assorted services and illegal forex dealers, harassing the newly-arrived traveller, would leave him shaking his head in sheer frustration.
But now, such complaints might not persist for too long. The Federal Airports Authority of Nigeria (FAAN) says the federal government, through the Aviation Ministry, is working hard to bring facilities at the airport at par with internationally acceptable standards.
And, according to FAAN’s General Manager, Corporate Communications, Mr. Yakubu Datti, it won’t be long before the airport gets fully transformed. Datti, during an inspection of ongoing work at the international wing of the airport, explained to journalists that a new day is gradually dawning at the facility.
In his words, the current Minister of Aviation, Princess Stella Oduah, is totally committed to implementing President Goodluck Jonathan’s transformation agenda in all the federal airports in the country. Datti informed that all the airports were being remodelled, with several already commissioned. He admitted that ongoing works at the airport would cause some discomfort for the passengers.
“We are appealing for understanding and support of the air travellers and other members of the public using the airport at this time. We have made adequate arrangements that would lessen the pain of passengers, but we are appealing to them to bear with us,” he explained.
“We will be doing much more in the coming weeks at the MMIA to ensure greater comfort for air travellers,” he explained. “Travellers now want an airport where they can feel at home, where they can feel relaxed. They want airports that offer more than check-in-counters and boarding pass. Our airports need to become a destination in itself, a place worthy of stopping off for a while for a little shopping and pampering.
That is the global phenomenon and we have showcased that in the remodelled GAT and other domestic terminals. We are looking forward to an impressive change at Murtala Mohammed International Airports too.”
Even now at the Lagos airport, a long stretch of vehicles seeking to pass through the toll gate is a daily spectacle. Many motorists sweat and swear as they labour to navigate through the gate while paying the toll. But that will soon become a thing of the past, says FAAN.
The organisation asserts that the toll system would, before long, be automated in a bid to ease the pains of the road users. Another major work that would soon commence at the airport, Datti asserted, is the aerotropolis project which entails, among others, the construction of a six-storey car park, a hotel and a shopping centre.
The present car park, affirmed Datti , has become grossly inadequate for the traffic at the MMIA. But passengers would not be left to their fate.
The authorities would put up a temporary car park close to the airport church and mosque while the construction of the aeroplast lasts. “The car park will take between 3000 and 5000 cars when completed and the hotel will have an international conference centre. The initiative is part of the aviation road map driven by the Minister of Aviation, Princess Stella Oduah,” Datti noted.
“But while we are working on all these things, normal operations would continue at the airport. We cannot afford to shut down operations. Aviation is a global business, and the standards are the same from country to country. We want to be among the best in the world.
That is why the minister is determined to create a world class infrastructure that would ensure comfort and safety to airport users, as part of the transformation agenda of President Goodluck Jonathan.” Inside the airport itself, old things are passing away, and many things are becoming new.
For instance, the ‘D’ Wing of the airport, which has been abandoned for long, and the ‘E’ Wing, are being expanded and rebuilt, with several new facilities being added. When on-going works at the ‘D’ Wing and ‘E’ Wing are completed, shopping outlets, eateries, pharmacies, banking halls, bureau-de-change operations and many other innovations would have been put in place.
“We are not just thinking of providing the best comfort for the travellers, we are also thinking of boosting the economy through the airport. We don’t just want you to pass through the airport, we want you to relax, do some shopping, have some meal, and so on. We want you to spend some money at the airport so that we also boost the nation’s economy even through the airport,” Datti said. The ‘D’ Wing, the reporter was told, is currently being equipped with an arrival hall that would have about 40 counters.
The counters would ensure that more immigration officers and personnel of other security agencies, including the State Security Service (SSS) are deployed in the arrival hall for a faster and more efficient clearance of passengers. At the ‘E’ Wing, a set of three new carousels has been installed, just like the ‘D’ Wing is also being similarly equipped.
With the installation, it is farewell to endless wait for luggage at the airport. Mr. Sanya Noah, FAAN’s Head of Engineering said passengers’ luggage would now be loaded directly from the aircraft onto the fast-moving carousels.
Until now, the baggage travels about 120 metres before getting to the carousel. He said with the new regime, the luggage won’t take longer than three minutes from the aircraft to the carousel. He also explained that each conveyor belt can handle two aircraft at a time. What that means is that the three conveyor belts can handle six planes at a time.
No longer will angry passengers, tired and spent after a long flight, would be made to linger by the carousel for hours on end, frantically searching for his luggage. “With the new arrangement, before a passenger is through with the immigration, the luggage is already waiting,” Datti further explained. But that is not all. Construction work is also ongoing at the new routes now designated for departing passengers. The new departure lounge formerly housed the air conditioner service hall.
A 19-room hotel will be put in place for transit passengers at the upper floor of the departure lounge, it was learnt. But you cannot but wonder that, with the irregular power system in the country, wouldn’t all these initiatives become frustrated at the end of the day? Datti affirms otherwise.
He explained that six giant power-generating sets, each with a 4, 850 KVA capacity, have been procured to ensure that electricity remains constant at the airport.
The existing generators, installed in 1979, are being retired. Datti also explained that passengers departing Nigeria through the Lagos airport will no longer use the same route as passengers arriving into the country. “We want to ensure there is no rowdiness and we also take into account security issues. There are now two departure areas located at the top level with provision for escalator and ramp.
“All these works will definitely put some pressure on the passengers, but we are appealing to them to exercise some patience. We are determined to bring utmost comfort to all airport users. And we will not rest until we have achieved that.”

May Day: NLC blasts Jonathan over Alamieyeseigha pardon
- AfricCon News
AfricCon Latest Nigerian Report: May Day: NLC blasts Jonathan over Alamieyeseigha pardon
Africcon Media, Nigeria
From: Africcon Media – NigeriaThe Nigeria Labour Congress (NLC) has condemned the pardon granted to former Bayelsa State governor, Diepreye Alamieyeseigha. NLC described the pardon as a major dent on the Federal Government’s commitment to fight corruption. President of the NLC, Abdulwaheed Omar, who said this in his address at the centenary May Day celebration in Abuja, noted that corruption remained the most serious factor undermining the realization of our economic potential and urged the Jonathan administration to deal with all pending cases of corruption if he must reclaim its lost ground and reassure Nigerians of its genuine determination to fight corruption.
The NLC president, while charging government to take the fight against corruption more seriously, lamented that “over the past 10 years, there has been a catalogue of corruption allegations against highly placed government officials announced with fanfare, in some cases charged to court, but which have since vanished from national view without diligent prosecution.”
Earlier in his address, President Goodluck Jonathan, while noting that his transformation agenda was about taking and implementing measures to give Nigeria a brighter tomorrow, said Labour had been in the fore front of the demand for good governance and increased action against corruption which his administration was pursuing vigorously from various fronts. The president said prosecutions were being pursued in matters arising from petroleum subsidy fraud, embezzlement of pension fund and other serious long-standing malpractices demystified by his administration.
He said: “Given that some of these perpetrators are senior and junior members of labour unions, greater attention to peer review action on the part of labour will be much appreciated.” The Workers Day, which took place at the Eagle Square, featured a march past by workers, who marched and danced to the beautiful tunes from the Guards Brigade and police band. On insecurity,
Omar, while lamenting on the daily killings and slaughtering of innocent Nigerians in incidences of armed robbery, assassination, kidnappings, arson, communal clashes, bombings, insurgencies and food insecurity, among others, attributed the menace to products of years of poor leadership, bad governance, weak institutions, lack of accountability, corrosive corruption, political impunity, poor planning and prioritization, socio-economic injustices and inequities. He appealed to members of the Boko Haram group to lay down their arms and step out for reconciliation talks.
Omar, who also spoke on the growing rate of unemployment, which, he described as monumental, said: “It is obvious that we are facing an unemployment time bomb in our nation.” He lamented that majority of those affected were youths who constituted a veritable army of the hungry, disillusioned and angry “that can undermine the stability, security and peace of any nation if left unattended.”
He maintained that the crisis of underdevelopment, which had continued to engulf the nation, was fuelled mainly by corruption and called on government to account for the actual number of barrels of oil pumped from our reserves. Also speaking,
President of the Trade Union Congress (TUC), Peter Esele, while calling on government to pay more attention to the agricultural sector by addressing the problems, which, he said, included inadequate funding, briefcase farmers, substantial non-mechanization, inadequate irrigation, poor transportation, lack of storage and processing facilities, among others, noted that the agricultural sector had the capacity of regaining its lost position as the mainstay of the nation’s economy and providing employment for 70 percent of the population.
On the amnesty granted to the Boko Haram members, Esele, urged the government to draw the line between amnesty and justice, especially when many innocent people had been killed. He also called on government not to overlook the root causes, which, he said, included mass illiteracy and ignorance, poverty and deprivation, widespread unemployment and proffer solution to them as soon as possible.

Budget row deepens as Jonathan, N’Assembly’s face-off looms

AfricCon Latest Nigerian Report: Budget row deepens as Jonathan, N’Assembly’s face-off looms
Africcon Media, Nigeria
From: Africcon Media – NigeriaThe frosty relationship between the Presidency and the National Assembly has deepened as both parties are sticking to their positions on the amendment of the 2013 Appropriation Act.
More than a month after President Goodluck Jonathan returned the N4.987 trillion budget to the National Assembly for amendment, the Budget Office and the Ministry of Finance are yet to commence work on it.
On March 14, the President returned the new budget wherein he rejected some clauses which mandated the Accountant-General of the Federation and Coordinating Minister for the Economy and Minister of Finance to brief the National Assembly on the budget and fund releases.
The President also advised the National Assembly to reverse itself on the zero 2013 budget allocation for the Securities and Exchange Commission SEC).
The National Assembly said Jonathan in the correspondence and covering letter addressed to Senate President David Mark, overstepped its bounds on SEC. Jonathan reportedly signed the budget in February without National Assembly’s presiding officers present, contrary to the convention which began during the Obasanjo administration.
Daily Sun learnt that the leadership of the National Assembly is furious that the “amendment sought by the Presidency is just a disguise for us to rework the 2013 budget.
A face-off is imminent as the lawmakers have vowed to resist the move even as heads of some Ministries, Departments and Agencies (MDAs) have confided in some committee chairmen that they are implementing “envelopes” given to them by the Budget Office and not “the budget as passed by the National Assembly. Two weeks after the budget was returned, the legislators embarked on a two-week Easter recess.
On resumption of plenary two weeks after, work is yet to commence on the amendment being sought by the Presidency. In a move to kick-start work on the amendment, the Senate President mandated Senate Leader Victor Ndoma-Egba (SAN) to meet with the Committees on Appropriation, Finance and Special Duties.
The meeting reportedly held on Monday, April 22 and sources close to two of the committees said that there was no headway on the budget.
“After briefing the Senate Leader, it was concluded that what the President wanted was not just an amendment of the budget, but a re-working of the entire budget!
“The meeting concluded that we cannot do that because it is on record that the President signed the 2013 budget on February 24 even though the National Assembly forwarded it to him on January 30, signed under the hand of RHY Clerk to the National Assembly, Salisu Maikasuwa.
Regardless, checks at the Senate Appropriation Committee indicated that ever since the 2013 budget was returned to the National Assembly, the Budget Office has not returned, despite meetings called by the committee. Appropriation Committee Chairman, Ahmed Mohammed Maccido, however, told Daily Sun that the National Assembly has called for another meeting with the Budget Office “which is scheduled to hold on Thursday (tomorrow); that is, if they would come this time around.”
It was also learnt that the lawmakers are angry with the Presidency for blackmailing the National Assembly over its N100 billion constituency projects in the 2013 budget.
A senior member of the National Assembly who doesn’t want his name in print, said issues concerning constituency projects had been settled as far back as 2008. “The issue of our constituency projects being in the budget was settled during the administration of the late President Umaru Musa Yar’Adua.
Remember that in 2008, he returned the budget where he demanded an amendment and part of the resolution then was that there would be a threshold for constituency projects for NASS members, of which N100 billion was agreed upon. Meanwhile, only N8.127 billion is the balance in the Special Funds Accounts operated by the Federal Government.
On Tuesday, Senate Committee on Public Accounts detailed abuses of the accounts and how loans were indiscriminately granted private organisations, state governments and foreign countries without recourse to due process and the National Assembly.
In the returned budget, a copy of which was obtained by Daily Sun, the closing balance of the Special Accounts was N12.436 billion in 2012 but dropped to N8.127 at the time the final details of the 2013 budget were concluded.

AfricCon Latest Nigerian Report: Stalemate over 2013 budget deepens

2015: I’m ready to step down, says Buhari

AfricCon Latest Nigerian Report: 2015: I’m ready to step down, says Buhari
Africcon Media, Nigeria
From: Africcon Media – NigeriaFormer Head of State and 2011 presidential candidate of the Congress for Progressive Change (CPC), Major-General Muhammadu Buhari, said he would contest the 2015 presidential election under the newly-formed All Progressives Congress (APC.) Buhari stated this yesterday at the maiden edition of Sam Nda-Isaiah Public Lecture Series in honour of the Publisher of the Leadership Newspapers.
The lecture has the theme: “The role of youths in sustaining democratic values” held at the Justice Idris Legbo Kutigi International Conference Centre, Minna, Niger State. Reacting to a question on the possibility of his stepping down in case more aspirants emerge on the party’s platform, Buhari said no, stressing that “whoever thinks he has got a chance, let him come out because the more we are, the merrier it becomes” In his remarks, the immediate past governor of Kano State, Alhaji Ibrahim Shekarau, said the national conventions of both the Congress for Progressive Change (CPC) and the APC will hold on May 11, 2013, adding that this will be the climax.
The CPC leader, however, said he was ready to drop his presidential ambition for the survival of APC should a better and formidable candidate emerge as the party’s standard bearer for 2015. “I will be ready to step down if there is a formidable and better candidate. It is not about me, but for the survival of the party. APC is about ensuring internal democracy, whoever emerges is the person I will support. Yes, I will be ready to step down” Also former presidential candidate of All Nigeria Peoples Party (ANPP) and a leader of APC, Malam Shehu Shekarau, who was at the lecture, said the emergence of APC standard bearer will be democratic, despite the array of formidable presidential materials in the fledging party. “It is too early to talk about or to have a presidential candidate.
In APC, we will have internal democracy that will guide the party. Let us have the party on ground first, congresses will be held at various levels that will produce our candidates. At that point, anybody can contest and the party will support the best candidate that emerged” Shekarau said that as soon as all the merging parties are through with their national conventions, formal requests will be made to Independent National Electoral Commission (INEC) for APC’s registration to give room for other activities that will climax in the emergence of the party’s candidates.
“We are not talking of just dismantling the PDP, we want change. We are not just talking about change in democracy but change in attitude, change in approach, change in character, change in conducting the business of government. That’s why our slogan is ‘change’ We are determined to change Nigeria for better”. Earlier in his address, Buhari called on leaders to ensure a viable environment for people to thrive, the media should constantly demand and put leaders in check. “The moment there is nobody in the country to make our leaders to create a viable environment, then the nation is in trouble,” he warned.

AfricCon Latest Nigerian Report: One week after, Ibadan fire ‘rages’ on
Africcon Media, Nigeria
From: Africcon Media – NigeriaMonday, April 22, 2013, would be a day many residents of Omitowoju Street, Ibadan, Oyo State, would not forget in a hurry.
It was a day of sorrow and shock as they incurred losses worth millions of naira. A fully loaded fuel tanker, trying to link Inalende, the adjoining street, had spilled its content on the hilly point of the road, while trying to turn towards Bola/Saint Stephen/Ode-Oloo Road, after it tumbled. The driver of the tanker had lost control, thereby causing a terrible explosion.
He had avoided passing through Mokola Roundabout due to the construction of an over-head bridge. He decided to pass through the narrow Omitowoju Street.
The explosion, it was gathered, was aggravated because a palm-wine joint in the area was preparing bush meat delicacy for its customers at the time. The fire that trailed the fuel flowed through the gutter and consumed all houses and shops at the set-back by the right side of the road.
No fewer than 12 houses and shops were razed down during the unfortunate incident, which started around 6.30pm. Aside from the houses and shops that got burnt, Daily Sun saw the carcass of a Toyota Camry when it visited the scene.
The owner, it was learnt, had just bought the car and was preparing for celebration with his friends and family when the tragedy struck. An eye witness said: “The owner of the car, who was behind the tanker before the incident, had to abandon the car and fled from the scene when it became obvious that nothing could stop the fire.” Alhaji Yinus Ajibade is a victim of the incident.
He had his house seriously burnt while he also sustained severe burns. He was still receiving treatment at Jericho Hospital when Daily Sun visited the area. Hoodlums took advantage of the confusion created by the inferno and had a field day.
A woman, simply identified as Alaba, a fashion designer, lamented that her sewing machines were stolen by people, who pretended to be helping her out: “I saw some guys, who pretended to be helping me rescue the goods from my shop.
I did not know they were taking advantage of the confusion. Three of my machines were stolen by the boys. What saved me was that none of my customers’ clothes was stolen. I had a wedding cloth that was given to me by a customer in my shop. I thank God that I am alive.”
Mrs. Aminat Wasiu, another victim, said she had to run out of the bathroom naked when the intensity of the fire was much and people were shouting her name: “I had to run out naked because I was too scared. Somebody later gave me cloth to cover my body.”
She later discovered that both her shop and house were lost to the inferno: “I have lost all I have worked for in my life to the inferno. My house and my shop got burnt. I watched helplessly; I could not salvage anything. I watched helplessly, as my life was burning away.”
She estimated her burnt goods to be about N500,000: “I am a fashion designer and a provisions seller. All the money I kept in the shop and home got burnt. I lost three sewing machines, three deep freezers, 80 crates of soft drinks and my customers’ clothes.” Mrs. Aminat Afolabi, a provision seller, whose shop was completely razed said the first thing that came to her mind was how to escape with her two teenage kids.
She estimated her burnt goods to be about N600,000: “What came to my mind was how to survive together with those very vulnerable ones under me, including my child. We all survived by the grace of God but I lost everything that I laboured for over the years.
She appealed to local and state governments not to abandon the victims as the incident could create hunger in many homes. Senator Olufemi Lanlehin, representing Oyo South, was close to tears when he visited the area: “We need to act fast, as political leaders to stand by the victims in this trying. I can assure you that they would get adequate and timely assistance from us.
I have already set machinery in motion to that effect and action would follow in no time.” Governor Abiola Ajimobi also pledged government assistance to the victims of the fire incident. Moved by the extent of injury sustained by a landlord, Alhaji Yinusa Ajibade, he directed Commissioner for Health, Dr. Muyiwa Gbadegesin, to arrange for his treatment at government’s expense.
He said he could feel the pains of the victims, as he had experienced a similar incident in 1992 when his newly-built house in Lagos was reduced to rubbles by fire.
He, however, admonished them to see the incident as an act of God, adding that they should give thanks to God that no life was lost. The governor told those affected that he had asked some officials of government to compile their names and indicate the property lost. He warned them to be honest in the compilation in order not to jeopardise government’s plans for them.
But some residents of the area condemned government’s approval for the construction of filling stations in such interior part of the city. According to Mr. Joseph Olaitan, the tanker was going to deliver fuel to a filling station in the area and had avoided passing through Mokola when tragedy struck: “You will hardly see a filling station in housing estates across the state except in such places as this area.
Go to other areas like Amuloko, Muslim and other parts of the city, the same thing happens there. God will save us from these politicians and civil servants. They are the cause of our problems.”
