President Obama has declared the US should take military action against Bashar Al-Assad's regime
Mr Obama said:  ‘We saw terrible images of the dead. All told 1,000 people were murdered including several hundred children. Young boys and girls were gassed to death by their own government. This was an assault on human dignity and a serious danger to security.’
Mr Obama assured the US public: ‘We will not put boots on the ground’ but said the US was ‘prepared to strike whenever we choose’.
He added, ‘I know well that we are weary of war. That is why we’re not contemplating putting our troops in the middle [of a civil war]. But we cannot and must not turn a blind eye to actions in Damascus.’

The Russian President insisted that if Washington had evidence Bashar Assad’s forces ‘used weapons of mass destruction’ it should be presented to the United Nations to Claims that the proof exists, but is classified and cannot be presented to anybody

The world has looked on in horror today as graphic images emerged showing the aftermath of a dawn poison gas attack in the suburbs of Damascus that wiped out 1,300 people as they lay sleeping in their beds.



Syrian activists accused President Bashar al-Assad's forces of launching a nerve gas attack earlier today in what would be by far the worst reported use of poison gas in the two-year-old civil war.

Activists said rockets with chemical agents hit the Damascus suburbs of Ain Tarma, Zamalka and Jobar before dawn.

Diana's death, 16 years on, the conspiracy theories won't let go away. Sue Reid, who's studied all the evidence, has found tantalising new clues

The final, haunting photo of Princess Diana, taken on the night she died, shows her sitting with her boyfriend Dodi Fayed in the back of a Mercedes car as it roars away from the rear entrance of the Paris Ritz Hotel, heading for the couple’s secret love-nest near the Champs-Elysees.

Diana is twisting her head to peer out of the Mercedes’ rear window, anxiously looking to see if her car is being chased by the paparazzi who had besieged her and Dodi since their arrival in the French capital from a Mediterranean holiday eight hours earlier.

At the wheel is chauffeur Henri Paul. Dodi’s bodyguard Trevor Rees-Jones is in the front passenger seat.


The Conspiracy Theories of Diana's death


What happened over the next two minutes is central to a new probe by Scotland Yard into an astonishing claim from an SAS sniper, known as Soldier N, that members of his elite regiment assassinated Diana seconds after the Mercedes sped at 63mph into the notoriously dangerous Pont d’Alma road tunnel.

Many will dismiss Soldier N’s claims as yet another conspiracy theory. After all, millions of words have been written about Diana’s death at 12.20am on Sunday, August 31, 1997.


Two inquiries, by Scotland Yard and the French police, have found the deaths were a tragic accident


An official inquest, which ended five years ago, came to the same conclusion.

The world was led to believe the blame lay with the grossly negligent driving of an intoxicated Mr Paul and the pursuing paparazzi.

But — however unlikely they may seem at first glance — I am convinced there is something in Soldier N’s claims.

Ever since Diana’s death at the age of 36, I have investigated forensically the events that led up to the crash and what happened afterwards.

I have spoken to eye-witnesses, French and British intelligence officers, SAS soldiers and to friends of Diana and Dodi. And I have interviewed the Brittany-based parents of the 41-year-old chauffeur Henri Paul. They told me, with tears in their eyes, that their son was not a heavy drinker: his chosen potion was a bottle of beer or the occasional Ricard, a liquorice-flavoured aperitif.

The fact is that too many of these accounts suggest that Diana’s death was no accident.


Crucially, my investigations show that the paparazzi who supposedly hounded Diana to her death were not even in the Pont d’Alma tunnel at the time of the car crash.

They also reveal how a high-powered black motorbike — which did not belong to any of the paparazzi — shot past Diana’s Mercedes in the tunnel.

Eyewitnesses say its rider and pillion passenger deliberately caused the car to crash.

In addition, my inquiries unearthed the existence of a shadowy SAS unit that answers to MI6, as well as the names of two MI6 officers who were linked by a number of sources to Diana’s death.

Could the Establishment really have turned Henri Paul and the paparazzi into scapegoats? Could there have been a skilful cover-up by people in powerful places to hide exactly what did happen?

There is little doubt that Diana, recently divorced from Prince Charles, was a thorn in the side of the Royal Family. Her romance with Dodi, though only six weeks old, was serious.

The Princess had given her lover her ‘most precious possession’ — a pair of her deceased father’s cufflinks — and phoned friends, saying she had a ‘big surprise’ for them when she returned from Paris.


Dodi had slipped out of the Ritz Hotel, as Diana was having her hair done, to collect a jewel-encrusted ring adorned with the words ‘Tell Me Yes’ from a swanky Paris jeweller. It came from a collection of engagement rings.

Rumours were circulating, too, that the Princess was pregnant. Photographs of her in a leopard-print swimsuit, on holiday in the South of France 14 days earlier, show an unmistakable bump around her waistline.

And, as the Mail revealed after Diana’s death, she had visited — in the strictest secrecy — a leading London hospital for a pregnancy scan just before that photo was snapped.

To add to the disquiet, the mother of a future King of England and head of the Church of England was threatening to move abroad with her Muslim boyfriend and take the royal Princes, William and Harry, with her.




Dodi had bought an estate, once owned by film star Julie Andrews, by the beach in Malibu, California, and shown Diana a video of it. He told her the sumptuous house was where they would spend their married life.

Ostracised by the Royal Family and stripped of her HRH title, Diana was said to be excited by the prospect.

Dodi’s father, Mohamed Al Fayed, the multi-millionaire former owner of Harrods, insists Diana was pregnant by his son and preparing to tell the young Princes about her forthcoming marriage when she returned to Britain on September 1 — the day after the crash — before they went back to boarding school.

However far-fetched it sounds, all the Establishment concerns about Diana were genuine. But could this really have led to her assassination? And if so, how could it have been carried out?

These questions are partially answered by the compelling testimony of 14 independent eyewitnesses near the crash scene that night. They say Diana’s car was surrounded at the entrance to the Alma tunnel by a phalanx of cars and motorcycles, which sped after the Mercedes.

Objectives:

Objectives:

Duties and Responsibilities:
Under the supervision of the Director, Governance Economic and Financial Management, the incumbent will be responsible for managing the staff of the Division, and planning, organizing as well as coordinating its activities. His/Her duties and responsibilities will include the following:

Management of the Division, Operations Design and Portfolio Management:
Establish and monitor the work program of the Division; 
Manage his/her team in delivering high quality, timely project cycle activities (from identification to completion of policy based operations, institutional support projects and technical assistance operations) in the area of governance and administer the Bank’s portfolio;
Provide technical and operational advice, support and technical guidance, including quality control to policy documents, institutional reports and country operations in the area of governance, anticorruption and public financial management;

Officials of the Independent Corrupt Practices Commission (ICPC) have swooped on council chairmen in Katsina State and as scrutinising the account books of the state’s 34 local government areas.


Our correspondent gathered the ICPC staffers arrived at the state on Wednesday evening, and reportedly held meetings with local government chairmen which lasted till 11 pm.

Although none of the council officials was ready to disclose what transpired at the meeting for fear of reprimand from senior officers  in the state, sources said the council chairmen were thoroughly grilled by the ICPC operatives.

It was gathered that the visit of the ICPC followed a petition alleging misapplication of council funds by a yet-to-be-identified persons.

According to our source, issues raised in the petition included allegations that the council chairmen were given certain amounts of money as monthly allocation but were allegedly asked to pay large chunks of them to an unidentified government official.

Other issues that reportedly prompted the visit of ICPC officials to the state included allegations that most contracts were awarded by the ministry of local government and cheiftaincy affairs instead of each council area.

It was further gathered that the ICPC officials would also investigate the alleged non-release of training funds to staff members by the state local government service commission.

Sources disclosed to our correspondent that some oficials of the state ministry of local government and chieftaincy affairs were also grilled by the ICPC officials.

At the time of filling this report, a credible source confirmed to our correspondent that the ICPC officials were busy going through account books at both the ministry of local government and the local government service commission offices.

Attempts to confirm the visit from both council chairmen and officials of the minsitry were fruitless as neither responded to calls and text message sent to their phone.

When contacted over the matter, the ICPC’s  resident consultant, media and events, Mr. Folu Olamiti, confirmed the development, saying that the move was meant to take proactive action against corruption by government officials, a part of the mandate of the ICPC.

The Supreme Court yesterday upheld the election of Governor Olusegun Mimiko of the Labour Party (LP) as the authentic governor of Ondo State.

A panel of seven Justices of the Supreme Court (JSCs) presided by Justice Sylvester Nguta held that the appeal filed by the candidate of the defunct Action Congress of Nigeria (ACN) , Chief Oluwarotimi Akeredolu (SAN) against Mimiko’s re-election could not be sustained.

Akeredolu had challenged the July 2, decision of the Court of Appeal in Akure which upheld the re-election Mimiko on October 20, 2012 and claimed that the Independent National Electoral Commission (INEC) conspired with Mimiko to illegally inject about 90,000 fake voters in the voter register used for the election.

 But Nguta  held that the decision of the Court of Appeal  on the matter was apt, adding that the apex court would not upturn an appellate decision which was given in  accordance  with  the evidence brought before it.

The JSC said, ``The appellant failed to prove the allegations of substantial non-compliance of the 2012 election with Electoral Act 2010 as amended beyond reasonable doubt. The appellant also failed to provide cogent evidence of the voter register he claimed was manipulated just as he was unable to prove allegations of fraud, irregularities and violent disruption of the election.

Nguta further held that it was not proved how the allegation of injection of over 90,000 voters in the voter register affected the final outcome of the election.

The apex court had also in a similar judgment delivered by Justice Mary Peter-Odili in an appeal by  Mr. Olusola Oke of the Peoples Democratic Party (PDP) held that the appeal lacked merit.

Oke had approached the Supreme Court for ``further and better interpretation of the issues raised and urged the apex court to hold whether the decision of the lower court to overlook the allegation of the manipulation of the voter register was right. He also  prayed the court to upturn the decision of the Court of Appeal and declare him winner of the election.

The current leadership crisis rocking the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), is responsible for the persistent conflicts involving Fulani and other natives in different part of the country, Sultan of Sokoto, Muhammad Saad Abubakar, has said.

Sultan Abubakar made the revelation in Katsina, yesterday, during a meeting for both delegates and contestants to various offices of MACBAN, ahead of its forth coming election.

He said the rising cases of armed robbery, cattle rustling and other social vices involving fulanis persists due to the absence of functional leadership of MACBAN.

The Sultan who spoke through the Danmalikin Achida, Alhaji Umaru Abubakar, said frantic efforts are being made to ensure the enthronement of functional leadership of the association.

“We will begin by having sound leadership at the state level before conducting elections into national offices,” he said, assuring that measures are being taken to partner with relevant stakeholders to ensure an end to the crisis.

In his remarks, the interim secretary general of MACBAN, Hamisu Tunas, stressed the need for cooperation between members of the association, describing the meeting as the needed tonic for the much needed credible election.

Governor Kashim Shettima of Borno state, while condoling victims of last week Damboa Boko Haram attack yesterday in Damboa town where properties worth millions of naira and over 40 lives were lost has described the attack as barbaric unreligious and unIslamic.

He also said that government was very much concerned of their plight as what happened to them has not only affected the people of the state but the country at large and assured that everything will be done within the power of the state government to ameliorate their plight.

The governor further appealed to the people to unite and cooperate with one another for the overall development of the area and the state as a whole while commending the people for not fleeing their homes because of the activities of the Boko Haram insurgents.

Commending the courage of the civilian JTF in the area for confronting the Boko Haram terrorists face to face during the attack, he said, “Government is working out modalities to create job opportunities for the youths to enable them earn a living after the restoration of peace, law and order in the state”.

Announcing that food items will soon be distributed to them through a committee that will comprise people of the area to handle the distribution of the items, among others.

Governor Shettima revealed also that government is poised to provide the area with basic social amenities but emphasized the need for the people to support government for more developmental programmes.

Smugglers Kill Customs Officer, Destroy Imported Goods At Seme Border

There was pandemonium at the busy Seme Border, linking Nigeria with the Benin Republic, yesterday, when some smugglers, helped by some villagers, gathered into a large mob to unleash mayhem at the border, killing a senior Nigerian Customs Service  (NCS) officer and setting his car ablaze at the Ashipa area of Seme.


The smugglers were obviously on a revenge attack over the alleged killing of one of their own by a Customs officer, a report that the Command had earlier debunked.

The deceased Customs officer, whose name was not immediately known, was said to be in his official uniform unarmed and driving to the Command’s headquarters for a routine meeting before he was attacked at about 9.50am by the mob who forced him out of his car. Allegedly encouraged by an identified chief of the community, the officer was murdered in cold blood and his vehicle set ablaze.

The mob went on to set more vehicles ablaze including a truck loaded with cargoes worth millions of naira and a Toyota Hilux van.

It took the intervention of a team of officers of the Nigerian Army who were drafted from the nearby Ibereko Barracks to the border, to maintain law and order. A member of the mob was heard saying, “We must fight back. The killing is becoming too many at this place,” an eye witness told Afric-tv24.

But the NCS in a statement released after the incident, the Command’s Public Relations Officer, Mr Ernest Olottah, said, “It is worth noting that the intensification of our anti-smuggling operation which has led to the making of over 686 seizures since January 2013, has placed us on the danger of attacks like this from criminals who are being prevented from using the border for the anti-economic and other nefarious activities.”

He noted that due to the uncompromising stance of the Customs operatives against smuggling and the need to protect the nation’s economy, the officers had come under series of attacks by smugglers and some unpatriotic elements who he said, see smuggling as their right.
