From: Africcon Media – NigeriaAs the emergency rule declared by President Goodluck Jonathan entered the third day, Special Forces have arrested 65 suspected Boko Haram members in Borno State.
The Director of Defence Information, Brig. Gen. Chris Olukolade, said in an electronic mail on Saturday that the insurgents were arrested while trying to escape from various camps taken over by security forces.
He said the JTF also recovered 11 vehicles, four tricycles and 24 handsets from the fleeing terror suspects.
He said all the suspects were being interrogated by the JTF, adding that troops had taken over several camps of the fleeing terror suspects.
He said, “In continuation of the mission to rid the nation’s territories of insurgency activities, the Special Forces have apprehended 65 persons confirmed to be terrorists as they made attempt to infiltrate Maiduguri while fleeing from various camps now under attack.
“A total of 11 vehicles, four tricycles and 24 handsets were also seized in the process. All the suspects are in custody of Joint Task Force and are currently being interrogated.
“Meanwhile, many of the camps of the terrorists have been found deserted by fleeing insurgents when troops of the Special Task Force stormed the localities. The facilities have been occupied by troops.
“All the suspects are in custody of Joint Task Force and are currently being interrogated.”
Olukolade added that 10 suspected Boko Haram members were killed in a gun duel with the force at Gamboru Ngala, Borno State.
He said the troops dislodged terror suspects while carrying out attacks on innocent citizens in the area.
Olukolade said assorted weapons including Rocket Propelled Grenade launchers, rifles, ammunition, and magazines were recovered from the militants.

While the PDP said those defecting to the LP were members of the Peoples Party of Nigeria led by former governor Gbenga Daniel, the LP argued that the PDP had become a “sinking ship” that everyone wanted to avoid.
A former PDP stalwart, Mr. Ladi Adebutu, said he defected to the LP because his former party had become “prostrate” in the state.
Adebutu, son of billionaire businessman, Chief Kessington Adebutu, said with the perennial crisis rocking the PDP in the state, it was clear the opposition party lacked the capacity to adequately represent the interest of the people in the 2015 general elections.
The former PDP chief, who spoke to reporters at his Iperu home on Saturday, said he defected to the LP along with 5,000 PDP and the ruling Action Congress of Nigeria members in the state.
He said they could no longer tolerate the handling of the affairs of the Ogun PDP by party financier, Buruji Kashamu.
He accused Kashamu of excluding other PDP stalwarts, including Jubril Martins Kuye and former President Olusegun Obasanjo groups from the affairs of the party.
Adebutu said, “The internal fighting in the PDP in Ogun presently has made the party prostrate. I do not see it being in a position to represent fully the interest of our people in 2015 and beyond. By the policy Prince Kashamu has conducted now, the fragmentation in the party has increased because the JMK people are isolated from the process, likewise the Obasanjo people.
“Therefore it is imperative we find a brand new platform that will harness the yearnings of everybody and from that brand new platform, we can step forward and do what is right for Ogun State.”
The state LP Secretary, Mr. Sunday Oginni, said the party would continue to welcome defectors from the PDP and other parties in the state.
Oginni said, “PDP is a sinking party that is just looking for means of survival and that is the reason for the lies they are telling about that most of their people are not defecting to Labour Party. They are just crying over spilt milk. All the people that matter in PDP in Ogun have already moved to Labour Party.”
But the PDP state Publicity Secretary, Mr. Waliu Oladipupo, said Adebutu had always been a member of the PPN.
According to him, contrary to the LP’s claim, the PDP in the state and in Adebutu’s Remo home remains strong.
Oladipupo noted that the PDP was not a “one-man show”.
He added, “Unlike their fledgling party, the PDP in Ogun State does not belong to one man. It belongs to the people who have entrusted the running of its affairs into the hands of tested, trusted and experienced men and women. Whatever decision is taken on behalf of the party is done in consultation with the people. That is why the leadership of the party meets with the people through various fora every week.
“The PDP in Remo Federal Constituency remains one strong indissoluble body, with leaders like Dave Salako, Pa Otesanya and a host of others. For instance, Salako, who is the arrowhead of the JMK group in Remo, is still very much in the PDP. Just last week, he hosted a meeting of PDP leaders and members.”
The leader of the JMK Group, Salako, told our correspondent on the telephone that it was not true that he and the others had moved to the LP.
He added that in spite of the crisis within the PDP in the state, the three major groups would not leave the party.

From: Africcon Media – NigeriaJoint Admissions and Matriculation Board is to scrap the Paper Pencil Test in 2015.
The JAMB Registrar/Chief Executive, Prof. ’Dibu Ojerinde, stated this in an interview with our correspondent on Saturday, after supervising the maiden Computer Based Testing for the Unified Tertiary Matriculation Examination.
Ojerinde, who said he was happy with the outcome of the CBT, added that other forms of examination would be scrapped by 2015.
He said, “We are thinking of 2015. By 2015 registration, we will be asking candidates to go fully into Computer Based Testing but that again depends on availability of centres.
“For now, we have only 70 centres all over the country and this is not sufficient. We are encouraging as many individuals, who can participate in this project to go and build their centres then we will patronise them. But if it has to go beyond it, so be it. We are flexible we want to see how far everybody is able to cope with it.”
Ojerinde said over 227,000 results withheld for lack of Biometric Data Verification had been released to after scrutiny.
He blamed the problems on overzealous supervisors and invigilators.
He said, “We have scrutinised the results and we found out that some of the supervisors were over zealous and some investigators also misbehaved. They did not allow the children to do the biometrics and they allowed them to write examination. For those with genuine cases, we have released their results.
Meanwhile, Uche Okonkwo, who applied to study Physics, said, “The CBT is okay and better than PPT. It is a bit better and preferable. It is user-friendly.”

From: Africcon Media – NigeriaMore than 2,000 Nigerians living in border villages in Borno State have reportedly fled as a result of the ongoing military operations targeted at routing insurgents from the area under the emergency rule.
The fleeing villagers were said to have headed to the neighbouring Niger Republic.
“Most of the residents of border villages of Borno have fled to Niger. About 2,000 people from Abadan, Malam Fatori and other villages are now refugees in Difa, Niger Republic,” a top security officer told one of our correspondents on Sunday.
The source said that the Joint Military Task Force was on the trail of members of the Boko Haram sect, who were dislodged from the Sambisa Game Reserve and other camps on Thursday in Borno State.
It was learnt that residents of Maiduguri and other communities far from the border, who did not want to be caught in the cross-fire had also fled to some neighbouring states, including Kano and Bauchi.
The Director of Defence Information, Defence Headquarters, Brig.-Gen. Chris Olukolade, could not confirm whether the Nigerian villagers had fled to Niger Republic.
“I will have to find out,” he said.
As the time of sending this report, he had yet to comment on the development.
Also, Nigerian Immigration Public Relations Officer, Ekpedeme King, promised to find out if any Nigerian villagers fled to Niger Republic.
However, he did not respond to subsequent calls and a text message sent to his phone.
Olukolade, in a statement on Sunday, said, “A total of 20 terrorists were apprehended as they fled. Altogether, three soldiers died, while seven are wounded and are being treated in military medical facility, one soldier is missing.”
According to Olukolade, patrols are also ongoing to secure towns and villages from infiltration by the terrorists.
He added that the curfews imposed on identified flashpoints were being enforced.
The military spokesman said that dislodged terrorists had been in disarray with a large number of them heading for various borders.
He said, “Their bases are being deserted but they are making efforts to evacuate most of the large stock of logistics, including scores of vehicles in their holdings.
“In the course of special forces and operations, a number of encounters have ensued since yesterday (Saturday).”
The military had on Saturday said 10 Boko Haram members were killed, while 65 others were arrested during encounters with the terrorists on Friday.
On Sunday, Olukolade said, “The required reinforcement and logistics have been delivered to forces in fronts where they have been engaging a large number of heavily armed terrorists since yesterday.
“Defence Headquarters is quite satisfied with the high standard of compliance with operational order and strict observance of the rules of engagement so far.
“The forces have been directed to maintain the robustness of the patrols and enforcement of curfews where emplaced and ensure that civilians are kept out of harms as much as possible.”
A 24-hour curfew had on Saturday been imposed in parts of the city of Maiduguri.
In Adamawa State, the curfew imposed in parts of the state has been biting harder on residents, especially those living in the capital city, Yola, and the border towns of Mubi and Maiha.
A resident of Jimeta-Yola, Ms. Rifkatu Iliya, who spoke to one of our correspondents on the telephone, said, “The curfew is still on and we are learning to live with it, those of us who go to work leave earlier than usual so that we are not caught up.
“For those who are trading, it is more difficult because their trading hours have been reduced to between three to five hours a day.
“I will be lying if I say we are not living in fear, we have heard of the atrocities of Boko Haram in some parts of the state and we have seen an increase in the number of security forces.”
But a security source in Yola, who asked not to be named because she was not authorised to speak to the media on the issue, said the military crackdown, had been concentrated in Borno.
The source said, “The military operations are targeted largely at terrorist training camps and strongholds in Borno.
“However, we in Adamawa are also on the alert because we are aware that the insurgents who are under intense pressure in Borno may want to seek a safe haven here.
“We are under instructions not to allow this to happen.
“The pains of the checkpoints and the curfew are temporary; residents will have to bear with us.”

Tukur said he would want the PDP to win, at least, 26 of the 36 states.
He spoke in Abuja on Sunday when he received some party members from his home state, Adamawa.
The group was led by Senator Grace Bent and Senator Abubakar Gada.
He said, “I seize this opportunity to appeal to our members in the entire federation to start bracing for future challenges of delivering not less than 26 states to PDP.
“We have the wherewithal to do this and we shall do it without recourse to foul play. We will all work hard for it.”
He said he was excited by the outcome of the Mayo-Belwa State House of Assembly by-election in the state, which was won by the PDP.
Tukur said he would one day tell the story of how the party secured victory in the election.
He said, “I have a story to tell on PDP in Adamawa and I will tell it in the nick of time.
“Our candidate, Umar Abdulkarim, won with overwhelming votes during the election as he trounced the Kowa Party’s candidate, Umar Kaugama, with total votes of 12, 040 against 7, 840.
“The outcome of the by-election reflected the capacity of PDP to always win election under a free, fair and transparent atmosphere, and I want to thank President Goodluck Jonathan and PDP members in Adamawa and Mayo-Belwa for ensuring the party’s victory during the election.”
He said the outcome of the election had indicated that members of the party and the electorate in the state were prepared to take their destinies in their hands.
He said he was impressed that the by-election was peaceful, noting that voters shunned entreaties from moneybags to compromise their choice.
Tukur said, “The Mayo-Belwa election had shown that our people are getting mature more and more on election matters.
“I now believe that the era where moneybags had the free will to buy votes is over. My people in Adamawa had spoken and spoken aloud that their votes are a powerful instrument which really counts.
“We knew that the opponents tried spiritedly, including floating phoney parties to confuse the people.”

From: Africcon Media – NigeriaThe Chief Justice of Nigeria, Justice Mariam Aloma-Mukhtar, has warned that judges who do not deliver up to four judgments in a year risk sacking.
The CJN said besides the outcome of petitions filed against judicial officers, the National Judicial Council would henceforth use its performance evaluation reports to sack unproductive and lazy judges.
A statement on Sunday by the Media Assistant to the CJN, Mr. Isa Ahuraka, quoted Mukhtar as saying this while receiving a report, titled, ‘Nigeria’s Judicial Performance Evaluation 2008 – 2011’, which was compiled in seven volumes by the Nigerian Institute of Advance Legal Studies.
According to the statement, the CJN was miffed that some judges are not able to deliver up to two judgments in a quarter, a situation which she described as absurd.
She also frowned on the prevailing situation, whereby most judges fail to commence court proceedings by 9am.
“We are now thinking of looking at the performance evaluation of the judges for the purpose of discipline. If a judge cannot deliver three to four judgments in a year, there is no use keeping him on the bench other than to be shown his or her way out,” she said.
Justice Mukhtar said she only discovered how bad the situation was after she directed all judges to seek for permission through their heads of courts before traveling abroad.
She said, “The Nigerian Bar Association has also been complaining about the attitudes of judges to work these days. Many will leave their work and travel for days abroad. This is why I insisted they must obtain approval before traveling abroad.
“Until this directive, I never thought things were all that bad, because some of the judges will be seeking for permission to travel abroad while the courts were in session, despite the six weeks holiday they are entitled to in a year.”
The CJN observed that even though the judges are expected to commence court proceedings by 9am, there were several instances, where many of them did not resume work until 11am or 12noon, even when the litigants, their lawyers and witnesses might have been waiting inside the courts.
She added, “These litigants are human beings. They go to court sometimes with their witnesses and lawyers and were told that the judges were not around. Sometimes after coming to court without seeing the judges, they abandoned their cases in the court. It is not fair.
“These are part of the reasons the NJC undertakes performance evaluation from time to time, both at the trial and appellate courts to determine productivity of the judges and their courts in the states and the Federal Capital Territory. The Supreme Court is not exempted.”
Presenting the report, the Project Director and Director General of NIALS, Prof. Epiphany Azinge, SAN, said the work would go a long way to complement the CJN’s drive to cleanse the judiciary.
However, he urged the CJN to put necessary measures in place to standardise the process of performance evaluation in all parts of the country.

Senior Special Assistant to the President, Public Affairs, Dr. Doyin Okupe, made this known in a statement on Sunday.
The statement read, “President Goodluck Jonathan has expressed gratitude to all Nigerians for the overwhelming support they have given to the declaration of state of emergency in Borno, Yobe and Adamawa states. The President also thanked the leadership of the National Assembly and many of its members, who have through calls and personal visitations, given solidarity and support for this extraordinary step taken by the President in order to halt the mindless killings, bombings and general insecurity that had prevailed in that part of the country.
“The President also notes with gratification the positive disposition and understanding of the governors of the federation, especially the Northern Governors Forum, Leaders and Elders in the North, traditional rulers, religious leaders, cultural and political groups nationwide, including opposition political parties, civil society organisations and the media.
Okupe said the President was appreciative of the efforts, loyalty, commitment and sacrifice of members of the armed forces and other security agencies, who had demonstrated commendable patriotism and gallantry in compliance with the order of the Commander-in Chief.
Okupe further stated, “Mr. President also appreciates the encouragement by members of the diplomatic corps and international community, and promises that as a disciplined force, members of the Armed Forces will operate according to acceptable international rules of engagement and will pay particular attention to the safety and well-being of the citizens of the affected states during this period of emergency rule.
“Mr. President also notes that the efforts of the Armed Forces have already started yielding positive results, as available information confirm that the insurgents have been dislodged from their previous safe havens and camps, while many have been apprehended, and their activities in the affected states have been brought to a total halt.”
