From: Africcon Media – NigeriaThere are indications that the protracted leadership crisis rocking the All Progressive Grand Alliance may soon come to an end with the likelihood of the two factions, led by Victor Umeh and Maxi Okwu, meeting together for a resolution of the crisis.
Already, a 14-man Truth and Reconciliation Committee, led by the APGA leader in Abia State and the party’s governorship candidate in the 2011 election in the state, Chief Regan Ufomba, has been constituted.
The committee has three weeks to complete its assignment.
Okwu told told journalists on Tuesday in Abuja that the April 8, 2013, national convention had been validated by the May 27, 2013, High Court sitting in Awka’s judgment, which had been officially communicated to Independent National Electoral Commission by his team to shift the commission’s recognition from Umeh to his camp.
He also said the reported move by Umeh for reconciliation was a welcome development, as the critical stakeholders and party elders Umeh had been meeting over the reconciliation move were the same persons his camp had been meeting to resolve the leadership crisis in the party.
He said, “We have set up a Truth and Reconciliation Committee, led by Chief Reagan Ufomba. They have three weeks to work. Our target is that by the end of June, APGA will come out full blast. The other side, led by Umeh, has approached critical stakeholders for reconciliation process and we welcome them and hope to work together to resolve the crisis.”
“In line with the Article 10 of APGA Constitution, we would have named the Board of Trustee members but we were asked by the elders of the party to wait till the end of June, when the 14-man committee would have finished its assignment, including holding public sittings in Abuja, Enugu, Awka and Lagos.
“I am happy Chief Umeh is making the moves, I enjoined him to be committed to it in the interest of our party and the nation?s democracy.”
Apart from Ufomba, other members of the committee are Obi Okafor (Secretary), Eugene Chukwudi Orizu, Chris Azubogu, Alhaji Tijani Idris, Samuel Ebogbodiri, Chief Ray Morphy, Hajia Zainab Nnena Abdullahi, Lady Chika Gbugu, Alhaji Abubakar Adamu, Comrade Joseph Tondo, Ezekiel Adegboyega, Ikechukwu Ejesiene and Chief Peter Orji.
When asked to comment on a similar reconciliation committee set up by Chief Umeh, Okwu said it was clear that it had been overtaken by the Awka judgement and that it was the reason why he was setting up his own committee.

From: Africcon Media – NigeriaCustomers of First Bank Limited may find it difficult to carry out some banking transactions from Thursday to Monday due to the decision to shut down the bank’s branches nationwide during the period.
The shutdown, according to the bank, is to enable it upgrade its core banking application from Finacle 7 to Finacle 10, which will ensure easier and faster customer services and experience.
Our correspondent gathered that the decision to shut down operations in order to facilitate the migration to Finacle 10 would affect the bank’s over 700 branches nationwide.
Apart from all the branches being shut, Point of Sale transactions and transaction alerts by Short Message Service will not be possible during the period. In addition, all card services, except Visa prepaid card, will not be available via Quick Teller and the Web.
First Bank said in an explanatory note, “All transactions that will impact on the banking platform e.g. settlements, inter bank (RTGS, NEFT, FIP) inflows, will not be available.”
However, the bank said skeletal services would be available on its ATMs throughout the migration period until 5pm on Sunday, and would be restored at 6am on Monday.
Online banking services, according to the bank, will also be available until 5pm on Sunday and be restored at 6am on Monday, while its mobile money services will be available throughout the migration period.
The bank had notified its customers through SMS and email of the development and apologised for inconveniences that they might suffer as a result of the platform upgrade.
The Group Managing Director, First Bank, Mr. Bisi Onasanya, said in an open letter to the customers, “I write to thank you for your continuous patronage and inform you of our plan to upgrade our core banking application as part of the ongoing transformation of the bank.
“I am particularly excited at the prospect of this milestone as it represents the opportunity to significantly transform our service delivery to you in many respects, while also supporting our plans for the introduction of new and innovative products as we anticipate your every banking need.
“This is a major project and on account of the technical requirements, we regret that there will be some disruptions to our services for about three days, while the upgrade is ongoing.”
Onasanya said only intra-bank transactions would be available on the alternative channels while the upgrade was going on, adding that the clearing of customers’ might also be slightly delayed but that all investments due on any transaction within the period would only be terminated when all services were restored without affecting the value dates or the value of accrued interests on such investments.
However, the decision is causing anxiety among the customers of the bank, who complained that the planned shutdown would further compound the problems they had been coping with lately in accessing the institution’s services.
For instance, customers have been complaining of not being able to draw cash from the bank’s Automated Teller Machines for sometime now, while money transfers to other banks from First Bank branches have been difficult in the last two weeks.
When contacted, the spokesman of the Central Bank of Nigeria, Mr. Ugo Okoroafor, said he was not aware of the plans by the bank to close its branches and urged our correspondent to call back to enable him make enquiries.
However, subsequent calls and SMS sent to his mobile telephone line were unanswered as of 9.30pm when this report was put together.

From: Africcon Media – NigeriaThe committee set up by the Peoples Democratic Party leadership to investigate the alleged breach of the party’s constitution by the Rivers State Governor Rotimi Amaechi has called for memoranda from members of the party in the state.
The party set up the committee headed by Chief Joe Gadzama (SAN) on May 27.
The decision to suspend Amaechi was taken by the PDP National Working Committee members at the residence of the party’s National Chairman, Dr. Bamanga Tukur.
A statement by the party’s National Publicity Secretary, Chief Olisa Metuh, had said the governor’s suspension followed his refusal to “obey the directive of the Rivers State Executive Committee to rescind his decision dissolving the executive of Obiokpor Local Government of the state.”
However, it was gathered that Amaechi’s decision to run for chairmanship of the Nigeria Governors’ Forum, which he won, was the reason behind his suspension.
Amaechi defeated Governor Jonah Jang of Plateau State in the NGF poll with 19 votes against to 16.
In the notice calling for memoranda signed by the committee’s secretary, Mr. Anicho Okoro, the committee said it needed such memoranda within seven days.
The notice read, “The fact-finding committee on the alleged violation and breach of the PDP Constitution in the Rivers State chapter set up by the National Working Committee of the party, has since commenced work.
“The terms of reference of the committee are to look into the allegations of anti-party activities levelled against Governor Rotimi Amaechi of Rivers State and any other member of the state chapter of the party.
“To determine the roles played, and the extent of involvement of Amaechi or any other party member acting independently or on his behalf in the violation and breach of the party constitution and make appropriate recommendations.
“To receive and consider any documentary evidence or take oral testimonies from willing members of the PDP in proof or in defence of all or any of the allegations.
“To make other recommendations that in the opinion of the committee would help to stop or minimise further violations of the party constitution and reposition the state PDP for greater successes in the future.
“To do any other thing or take any other step that is incidental to or conducive to the attainment of the terms of reference and or in the overall interest of the party.
“The committee shall submit its recommendations to the NWC within 30 days from the date of appointment.”
Meanwhile, Amaechi, on Tuesday approached a High Court in Port Harcourt to restrain the state House of Assembly from removing him from office.
Amaechi’s move come on the heels of the crisis rocking the party in the state.
The Assembly is currently divided over the suspension of the Chairman of Obio/Akpor Local Government, Mr. Tomothy Nsirim and 17 councillors.
Twenty-seven of the 32 members of the Assembly were suspended by the state PDP, a development that escalated the crisis in the party in the state.
But Justice George Omereje adjourned the case till June 18, after a counter-motion was filed by the counsel for the State House of Assembly, Mr. Menike Ebete.
Ebete, who spoke with newsmen after the court proceedings, explained that a counter-motion was filed by the lawmakers’ opposed to the Amaechi’s suit.

The IG therefore called on Nigerians to take the matter seriously and give security agencies relevant information that would lead to the arrest of terrorists.
The IG stated this during the inauguration of newly completed ultra-modern hospitals at the Police College, Ikeja, Lagos on Tuesday.
He said while fielding questions from journsalists, “Yes, the move is good. Anybody who has information should come forward and claim the reward.”
The police boss, who also inaugurated hospitals at the Area F Command, Ikeja and Area H Command, Ogudu, said improving the welfare of policemen would impact positively on their performance.
He said he had inaugurated many hospitals in various states and other hospitals were being built.
He said the well-being of men and officers of the Nigeria Police was very essential.
Abubakar said, “Today, history is being made as we try to take care of the welfare of the police.”
Retired IG, Musiliu Smith, who was at the event, described the hospitals, as a very important welfare project.

From: Africcon Media – NigeriaTHE crisis rocking the Action Congress of Nigeria, Rivers State chapter, took a fresh turn on Tuesday, with the suspension of the party’s acting Chairman, Mr. Esuku Esuku.
Esuku, who on Monday announced the suspension of four principal officers of the party, was accused of collecting a sum of N4m from the state government with a view to wooing members of the ACN in readiness for the registration of the All Progressives Congress.
In a statement by the State Secretary of the ACN, Mr. Amonibia Akoko, and Chairman of the Chairmen Forum, Mr. Hope Onyeche, the party said Esuku had been directed by the state government to hire a campaign officer.
It added that the suspended acting chairman of the opposition party in the state also collected the sum of N8m from Rivers State Independent Electoral Commission for the conduct of local government election.
The statement read, “By these actions, Mr. Esuku has demonstrated that he is contemptible, selfish, a non-serious party man, and someone that should not be trusted by the people.
“The party views Mr. Esuku?s action of accepting bribe from the Rivers State Government as unhealthy and not in the spirit of the ACN philosophy, and will therefore, not hesitate to treat it seriously.
“The party therefore, in its emergency meeting today (Tuesday) in Port Harcourt, Rivers State, considered it expedient and resolved to suspend Mr. Esuku from the party in accordance with the rules, regulations and relevant statutory provisions of the party’s constitution.”
The state ACN, however, refuted the statement credited to Esuku, which purportedly suspended some principal officers of the party, including the National Treasurer, Mr. Kenneth Kobani, and state Publicity Secretary, Jerry Needam, describing it as false and misleading.
When contacted, Esuku dismissed his purported suspension, saying he still remained the chairman of the party in the state.
On the allegation that he was working for the state government to register members into the APC, Esuku said he had nothing to do with Amaechi and his administration.

From: Africcon Media – NigeriaAn Abuja Federal High Court on Tuesday admitted a white Honda Academy car with Kaduna plate number, AL 306 MKA, as evidence in the trial of a suspected Boko Haram member, Mustapha Umar.
Umar was accused of bombing a plaza housing the offices of some newspapers in Kaduna in April 2012.
The vehicle was the one which Umar allegedly loaded with improvised explosives devices before driving into the premises of SOJ Plaza occupied by ThisDay Newspaper, The Moment Newspaper and The Sun Newspaper, located at R9, Kontagora Road, by Ahmadu Bello Way, Kaduna, where he detonated the explosives.
Some burnt cylinders, as well as a partly burnt 25-litre black jerry can, which the suspected Boko Haram member allegedly used in the bomb attack, were also admitted in evidence by the court.
The materials were tendered by a masked prosecution witness, a police exhibit keeper, at the continuation of Umar’s trial over a one-count terrorism charge.
Another prosecution witness tendered a video recording of Umar’s confession while in police custody.
However, prosecution counsel, Mr. Simon Labaran, sought an adjournment to enable the court interpreter to study and understand the video recording to enable him to provide an effective interpretation to the court.
The presiding judge, Justice Adeniyi Ademola, thereafter adjourned the matter to today (Wednesday) for continuation of trial.

From: Africcon Media – NigeriaEdo State Government has set up a panel of enquiry to investigate the alleged killing of a 22-year-old student of the University of Benin, Ibrahim Momodu, by the police.
This came as the police in the state said the Laboratory Science undergraduate had a double-barrel gun when security operatives accosted him.
The state Attorney-General and Commissioner for Justice, Henry Idiagbon, confirmed the decision of Governor Adams Oshiohole to institute the judicial panel at a meeting with the deceased family members.
The deceased mother, Osas; a lawyer, Jefferson Uwoghiren; members of civil society groups and some students, attended the meeting in Government House, Benin.
The commissioner however could not confirm the members of the panel.
He said, “I cannot tell the composition now. The governor made the pronouncement at a meeting with the deceased family members. He condoled with them over the incident and assured them that the matter would be looked into.”
However, our correspondent gathered that the governor was said to be concluding plans to appoint a retired judge to head the judicial panel.
Meanwhile, the police said the student allegedly shot by the Divisional Police Officer of Ogida Police Station, Carol Afegbai, had a double-barrel gun among other dangerous weapons, when a police patrol team accosted him.
The command, in a statement by its Public Relations Officer, Moses Eguavoen, on Tuesday, said the shooting of the student took place as he made for his weapons to attack the police officers.
However, the deceased sister, Ebohon Egbe dismissed the police claim.
She claimed that the police killed and buried her brother without the knowledge of the family.
In a related development, students on Monday paralysed business activities in Benin as they protested against the killing.
The students, who dressed in black, marched through major streets, calling for the arrest and prosecution of Afegbai over the incident.

From: Africcon Media – NigeriaLess than a month after about 60 security officers were killed by a cult group Ombatse in its domain, Nassarawa State boiled again yesterday.
About 15 persons were reportedly killed in Agatu community, Rukubi, Doma Local Government Area of the state. They were said to have been killed when a band of gunmen suspected to be Tiv militiamen allegedly attacked the village.
Scores of others were also said to have sustained various degrees of injuries and several houses burnt when the attackers invaded the community at about 5: 30 am yesterday.
They were said to have shot at anybody on sight.
No group has claimed responsibility for the attack, just as no official statement has been issued concerning the incident. Sources said that attack was not unconnected to an allegation that the Agatu community harbours Fulani cattle heardsmen, who have frequently attacked other tribes in the area.
Nigerian Compass gathered that Rukubi, a community dominated by the Agatus, was fingered in recent times for allegedly harbouring the Fulani herdsmen who attacked local Tiv farmers in the area.
It was gathered that no fewer than 18,000 farmers, mostly of the Eggon and Tiv extractions have deserted their homes in areas such as Ankoma and Gidan Rai Kwara and have since taken refuge in the neighbouring communities within and outside the state.
Reacting to the development, President of Tiv Youth Organisation ( TYO) in the state, Peter Igbacher Kwembe, condemned the incident. He also dismissed the allegation making the rounds that Tiv people were responsible for the attack.
He added that his kinsmen has since been forced out of their ancestral homes for over two years in the area and wondered why the allegations were directed at them. He also alleged that it was a calculated attempt to give the Tiv a bad name in order to hang them and make them a subject of further attacks.
Efforts to obtain comments on the matter from the State Commissioner of Police, Umar Shehu, were unsuccessful as he could neither pick phone calls nor text messages put to his mobile phone as at the time of filling this report.
Nassarawa has in the past one month occupied an unenviable status on the nation’s security system.
Early last month, about 10 members of the State Security Service and 46 policemen were killed in the state by a cult group, the Ombatse. It was soon after the killings that President Goodluck Jonathan opted to declare a state of emergency in three states of the north, namely, Borno, Yobe and Adamawa States.
The SSS had on Tuesday May 14 confirmed that 10 of its operatives were killed by followers of a traditional religion in Lafia, Nasarawa State capital.
The joint forces were on their way to a shrine located in a community in the outskirt of Lafia when they were attacked and killed.
Police spokesman, Frank Mba said 46 policemen were killed in the operation and 32 corpses were identified for burial. He said a number of policemen have survived the attack.

President Goodluck Jonathan yesterday declared the Boko Haram sect as a terrorist organisation and banned its activities.
The order, which has been gazetted as the ‘Terrorism (Prevention) (Proscription Order) Notice 2013 affects both Boko Haram (Jamaatu Ahlis-Sunna Liddaawati Wal Jihad) and another group – Jama’atu Ansarul Muslimina Fi Biladis Sudan’, was yesterday approved by President Goodluck Jonathan pursuant to Section 2 of the Terrorism Prevention Act 2011 (As Amended).
Under the Act, anyone found to have collaborated with a terrorist group or supported the commission of an act of terrorism will be sentenced to a minimum of 20 years imprisonment.
Special Adviser to the president on Media and Publicity, Dr Reuben Abati, said in a statement issued last night that the gazette “officially brings the activities of both groups within the purview of the Terrorism Prevention Act and any persons associated with the two groups can now be legally prosecuted and sentenced to penalties specified in the Act.”
According to Abati, the proscription order warns the general public that any person participating in any form of activities involving or concerning the collective intentions of the said groups will be violating the provisions of the Terrorism Prevention Act.
The presidential spokesman said: “Section 5 (1) of the Act prescribes a term of imprisonment of not less than 20 years for any person who knowingly, in any manner, directly or indirectly, solicits or renders support for the commission of an act of terrorism or to a terrorist group.
“For the purposes of subsection (1) of section, “support” includes -
(a) incitement to commit a terrorist act through the internet, or any electronic means or through the use of printed materials or through the dissemination of terrorist information;
“(b) receipt or provision of material assistance, weapons including biological, chemical or nuclear weapons, explosives, training, transportation, false documentation or identification to terrorists or terrorist groups;
“(c) receipt or provision of information or moral assistance, including invitation to adhere to a terrorist or terrorist group;
“(d) entering or remaining in a country for the benefit of, or at the direction of or in association with a terrorist group; or
(e) the provision of, or making available, such financial or other related services prohibited under this Act or as may be prescribed by regulations made pursuant to this Act.
Shekau could be tried in the US
Meanwhile the U.S. government yesterday said the Boko Haram leader, Abubakar Shekau, accused of terrorism activities in Nigeria could be tried in the U.S. when caught.
Kurt Rice, the U.S. Acting Assistant Director of Diplomatic Security Threat Investigations and Analysis Directorate, said this at a joint tele-news conference with David Gilmour, Deputy Assistant Secretary for African Affairs.
NAN reported yesterday that the tele-conference was aired to audiences in Abuja, Accra, Dakar, Lagos and Niamey.
Rice’s comments came a day after the U.S. offered a 23 million dollars (about N3.6bn) reward for information on the location of five leaders of Al-Qaeda in the Islamic Maghreb (AQIM) and Boko Haram.
All the suspects named in the first U.S. Rewards for Justice Programme for the sub-region were accused of being the mastermind of different cases of kidnap of foreigners and terror activities in West Africa.
Rice said that Shekau when apprehended could be charged before a Nigerian court or “the courts of partner nations whether in Nigeria, North or West Africa.’’
He expressed the hope that the capture of the Boko Haram leader would ``check’’ the deadly attacks in the country linked to the militant group in the past.
“Our intent is to bring him before a court.
“Our intent in offering this reward at this time is to work with our Nigeria partners to try and make (Nigeria) a more stable and secure area,’’ he added.
Rice said the U.S. rewards for Justice programme had a “track record’’ that had paid out 125 million dollars (about N19.8bn) to more than 80 people, who provided information leading to the arrest of terrorists, since 1984.
Also speaking, Gilmour ruled out suggestions that the seven million dollar (N1.1bn) bounty offered on the head of Shekau could be counter-productive to Nigeria government amnesty offer to the insurgents.
Gilmour reiterated the U.S. position that security-based solution was not the only way to address the current security challenges in Nigeria. He said the U.S. recognised that among Northern Nigeria there were legitimate grievances such as social inequality and youth unemployment.
“We urge the Nigeria government to take seriously those grievances of the general population of Northern Nigeria,’’ he said.
He advised Nigeria security operatives, currently conducting military operations in three North Eastern states, under the state of emergency rule, to try and build the confidence of the population to keep them safe.
